Scope

The tender covers the provision of one (01) comprehensive Advanced Excel Training programme. This includes structured instruction, practical exercises, learning materials, and competency verification. The service must be delivered as a complete, turnkey package with no additional hidden costs beyond the quoted amount.

Technical Requirements

• Bidders must demonstrate the capacity to deliver interactive, practice-based training aligned with current advanced Excel standards.
• All instructional materials, workbooks, and digital resources must be professionally developed and ready for immediate deployment.
• Trainers must utilise appropriate software environments or simulation platforms to replicate real-world corporate data scenarios.
• Pricing must be submitted as firm, fixed quotations. Non-firm prices or those subject to exchange rate variations will be rejected.
• Quotes must exclude VAT, with the grand total inclusive of VAT only for suppliers formally registered with SARS.
• The quotation must remain valid for thirty (30) days from the bid closing date.

Skills Requirements

• Facilitators must hold recognised certifications or demonstrable expertise in advanced Excel modules, including complex nested formulas, Power Query, PivotTables, dynamic dashboards, conditional formatting, and introductory VBA/macros.
• Trainers must possess proven experience in corporate or public-sector training delivery, with strong instructional design and adult-learning facilitation skills.
• Bidders should demonstrate the ability to customise content to accommodate varying learner proficiency levels and align training outcomes with organisational data-handling requirements.
• A documented track record of successfully delivering similar advanced software training contracts will be considered favourably.

Key Procurement Terms

This procurement utilises South Africa’s standard 80/20 preference point system, allocating 80 points for competitive pricing and 20 points for designated socio-economic goals (Black ownership, women, youth, and persons with disabilities). The system calculates points based on verified equity ownership percentages using prescribed formulae. Additionally, firm prices indicate that all quoted amounts are fixed and binding, excluding any escalation clauses or currency fluctuation adjustments. All bidders must submit standard compliance declarations regarding conflict of interest, prior employment by the procuring institution, and anti-collusion commitments.
