Objectives

The primary objective is to appoint a qualified and accredited professional to evaluate a national portfolio of South African Airways (SAA) Group buildings and issue compliant Energy Performance Certificates (EPCs) in accordance with South African legislation. The appointment aims to ensure regulatory compliance, enhance energy efficiency awareness, and provide actionable insights for building performance optimization across technical, corporate, and cargo facilities.

Scope

The successful bidder will conduct comprehensive EPC evaluations across a diverse national portfolio of SAA Group buildings, including subsidiaries such as SAAT and Airchefs. Services encompass preliminary applicability assessments, site inspections, data collection, energy performance calculations, EPC registration, certification, and structured reporting. The contractor must submit monthly progress updates and a final consolidated compliance report, alongside building-specific compliance reports, energy performance improvement recommendations, and an executive summary presentation. The estimated timeline spans six to nine months for full portfolio completion, with individual building assessments requiring two to three weeks depending on data availability. Work will be governed by the NEC4 PSC contract framework and must comply with the Public Finance Management Act (PFMA) and SAA Group supply chain management policies.

Technical Requirements

• Valid accreditation as an EPC Professional issued by SANEDI.
• Active registration with the Engineering Council of South Africa (ECSA).
• Demonstrated experience completing commercial or industrial EPC projects within the last five years, supported by a detailed project schedule including client names, project descriptions, completion dates, and verifiable contacts.
• Provided signed client references for submitted projects.
• Completion of all mandatory administrative and substantive returnable documents, including SBD4, vendor application forms, original tax clearance certificates, and B-BBEE documentation.
• Submission of a detailed project programme outlining timelines, resource allocation, and delivery milestones.
• Adherence to audit trails, documentation standards, and public sector procurement compliance.

Skills Requirements

• Proficiency in conducting energy audits, site inspections, and thermal/data analysis for large-scale commercial and industrial facilities.
• Expertise in applying South African EPC calculation methodologies, rating algorithms, and regulatory standards.
• Strong project management capabilities to coordinate multi-site assessments within strict timelines and deliverables.
• Advanced reporting and presentation skills to communicate technical findings and energy improvement recommendations effectively to both technical and executive stakeholders.
• Familiarity with government contracting frameworks, performance monitoring, and contractual risk management.
