Objectives

The primary objective of this tender is to procure the supply, installation, and support of a 2-sided outdoor digital LED billboard at Umjantshi House Braamfontein. The project aims to facilitate the dissemination of critical performance information to stakeholders and enable advertising opportunities for PRASA and third-party services.

Scope

The scope of work includes:

• Supply and installation of a 2-sided digital billboard (LED screens) on the grounds of Umjantshi House in Braamfontein.
• Construction of a robust structure with 3m ground clearance to support the screens.
• Electrical and data cabling, including electrical work with a Certificate of Compliance (CoC).
• Provision and setup of Content Management Software with 36-month maintenance.
• Implementation of control systems for remote content publishing, screen control, and monitoring via PCs or mobile devices.
• Support and maintenance of all hardware and software components for 36 months post-handover.
• Provision of services of a Digital Content Services Specialist on an as-needed basis for content management and technical support.

Control and Content Management

• Remote content publishing, screen control, and monitoring from PCs or smartphones/tablets.
• Support for scheduled playback, real-time scaling, color calibration, and sensor integration (brightness, temperature, humidity).
• Connectivity support for WIFI and 4G/5G networks.
• Hardware and software must include a 36-month warranty and maintenance support.
• Provision of 5 additional licenses for DC Media On-Prem License over 36 months.

Skills Requirements

The bidder must demonstrate:

• Capacity to install the billboard within 12 weeks of receiving the Purchase Order, supported by a project plan.
• Experience in constructing outdoor billboard structures that are robust and weather-resistant, complying with wind load calculations and local standards.
• Provision of a safety file, design documents, electrical work with valid CoC, and electrical safety compliance.
• Accreditation from OEMs for the supplied LED screens and controllers, supported by official certification or partnership letters.
• Proof of a certified registered electrical contractor with valid CoC for safety standards compliance.
• Experience in digital outdoor advertising networks, including creative and technical management, with evidence of key technical personnel certifications.
• Ability to deliver user training on installation and operation.
• Provision of a rate per hour for services of a Digital Content Services Specialist.
