Tender Summary: Quality Management System (QMS) Gap Analysis

Objectives

The primary objective is to appoint a qualified service provider to conduct a comprehensive diagnostic assessment of the client's existing Quality Management System (QMS). The engagement aims to evaluate current processes against established standards, identify compliance and operational deficiencies, and deliver a structured, actionable roadmap for remediation and continuous improvement.

Scope of Work

The service provider will execute a structured, phased gap analysis encompassing:

• A thorough review of current QMS frameworks and operational procedures.
• Identification of non-conformities, process inefficiencies, and regulatory gaps.
• Development of a detailed implementation methodology aligned with organizational objectives.
• Definition of associated quality controls, risk assessments, and comprehensive mitigation action plans.
• Knowledge transfer and capacity-building initiatives to support internal teams throughout the improvement cycle.

Technical Requirements

• Mandatory Affiliation: Bidders must hold active affiliation with the South African National Accreditation System (SANAS), South African Institute of Occupational Safety and Health (SAIOSH), or South African Society for Quality (SASQ).
• Evaluation Threshold: A minimum technical/functionality score of 80% is required to proceed to the final pricing stage.
• Compliance Documentation: Submission of completed returnable documents, including valid CSD registration, SARS Tax Clearance PIN/Certificate, SANAS-issued B-BBEE certificate or affidavit, company registration documents, and director identification copies.
• Pricing Format: All costs must be quoted in South African Rand on a fixed-price basis, inclusive of VAT, strictly following the prescribed pricing schedule. Deviations may result in disqualification.
• Contractual Framework: Services are subject to PRASA General Conditions of Purchase and applicable South African public supply chain management legislation.

Skills & Experience Requirements

• Corporate Track Record: Demonstrated success in developing, implementing, or auditing Integrated Management Systems (IMS) or QMS over the past five years, supported by verifiable reference letters.
• Methodological Expertise: Ability to present a structured, multi-phase gap analysis approach that explicitly addresses scope alignment, quality assurance protocols, risk identification, and corrective action planning.
• Personnel Qualifications: Submission of detailed CVs for the project lead and core team members. Candidates must demonstrate membership in a relevant SHEQ professional body and hold tertiary qualifications (NQF Level 7 or higher strongly preferred for optimal scoring).
