Objectives

The primary objective of this tender is to procure rental inspection services at Airports Company South Africa (ACSA). The service aims to manage the administration of the Monthly Rental Subsidy (MRS) within the Housing Scheme, ensuring compliance and promoting home ownership among employees. The service includes assessing employee credit profiles, providing property reports and valuations, managing rental agreements, and supporting the transition to first-time home ownership.

Scope

The scope of work encompasses:

• Administration of rental inspections and property evaluations aligned with professional valuation principles.
• Management of the administrative process for a fixed three-year rental contract between ACSA and employees.
• Profiling over-indebted employees and providing detailed insights and readiness reports for home ownership renewal decisions.
• Advising on affordability periods and extension lengths in support of the rehabilitation program and FTHO objectives.
• Collection of fixed rental amounts via payroll deduction.

Technical Requirements

The technical requirements include:

• Provision of formal property reports and valuations based on professional standards.
• Assessment of employee credit profiles and financial readiness for home ownership.
• Management of rental contract administration for a three-year term.
• Delivery of detailed property and employee profile reports to facilitate renewal and extension decisions.
• Support for the rehabilitation and FTHO programs through advisory and administrative services.

Skills Requirements

The skills and experience required for bidders include:

• At least 3 years’ experience in rental property inspections and contract vetting, demonstrated through reference letters.
• A competent project team with relevant experience, including experience in property valuation, property inspections, and contract management.
• Ability to develop comprehensive project proposals detailing scope, methodologies, systems, and team profiles.
• Proven capability to manage property assessments, employee profiling, and administrative processes efficiently.
• Knowledge of valuation principles, property management, and financial assessment related to housing subsidies.
