Objectives

The primary objectives of this skills training program are to:

• Enable 25 learners from local communities around Upington to obtain a National Certificate in Building and Civil Construction (ID No 65409).
• Facilitate transitions into employment or self-employment for unemployed community members.
• Meet the requirements for learners to enroll in post-matric education or Recognition of Prior Learning (RPL).
• Empower mainly women, youth, and people with disabilities to acquire accredited qualifications that enhance their employability or entrepreneurial opportunities.

Scope

The scope of work includes:

• Screening and selection of 25 qualifying learners from communities within approximately 10 km radius of Upington, ensuring they are not current workers of IDT projects.
• Managing all training-related administrative activities, including learner management, compliance with COIDA regulations, and experiential learning components.
• Providing training based on the National Certificate: Building and Civil Construction (ID No 65409), targeting learners with a minimum of Grade 9-12 or equivalent NQF Level 1 qualification.
• Addressing all issues that may arise during training and project implementation.
• Recruiting and training trainers and assessors with appropriate qualifications and accreditation.

Technical Requirements

The technical requirements for the tender include:

• Provision of a detailed implementation plan, including learner screening, training curriculum, facilitator qualifications, training schedule, learner support mechanisms, and practical components.
• Training delivery must be aligned with outcomes and include practical components, learner progress tracking, and quality assurance mechanisms.
• Facilities must be suitable for training and available within five working days of appointment, with proof of ownership or lease required.
• Compliance with accreditation standards from relevant SETAs, QCTO, or other accrediting bodies.
• Provision of all required accreditation certificates for the company, trainers, assessors, and moderators.
• Submission of a practical implementation plan, fee proposal, and all supporting documents, including CSD registration, tax compliance, and proof of address.

Skills Requirements

The skills requirements specify that:

• Training service providers must have accredited trainers, assessors, and moderators with valid accreditation certificates.
• Personnel involved in training must possess relevant qualifications and experience aligned with the training curriculum and outcomes.
• Trainer qualifications should be region-specific, with proof of relevant experience and accreditation.
• The service provider must demonstrate capacity to deliver training over a 12-month period, with the ability to replace trainers with equivalent or higher qualifications if needed.
• Human resources involved in facilitation, assessment, and moderation must be qualified and accredited, with proof of their credentials provided.
