Objectives

The primary objectives of this tender are to:

• Provide skills training to 35 learners within the Occupational Skills Programme: New Venture Creations (NQF Level 02).
• Enhance the employability and entrepreneurial capabilities of community members in Soweto, Johannesburg.
• Facilitate access to economic opportunities through accredited training and practical exposure.
• Support learners in making successful transitions into employment or self-employment.
• Meet the requirements for Recognition of Prior Learning (RPL) and enable post-matric education enrollment.

Scope

The scope of work includes:

• Delivering a 15-day training programme in New Venture Creations for 35 learners recruited from communities within a 10 km radius of Soweto.
• Managing all training-related administrative activities, including learner screening, placement, and assessment.
• Ensuring at least one learner with a disability is included.
• Providing necessary training materials, tools, and safety equipment.
• Facilitating experiential learning placements in collaboration with established NPOs.
• Addressing any issues that arise during training and ensuring compliance with relevant regulations, including COIDA.

Technical Requirements

The technical requirements for the tender are:

• Provision of accredited facilitators, assessors, moderators, and quality assurance personnel with relevant SETA certifications.
• Submission of valid accreditation certificates for all human resources involved.
• Demonstration of capacity to deliver the Occupational Skills Programme: New Venture Creations (ID No SP-210401).
• Provision of a detailed training implementation plan, including learner recruitment, screening, and assessment strategies.
• Delivery of training in suitable venues with proof of address and facilities that meet safety and accessibility standards.
• Compliance with all legal and safety regulations, including COIDA registration and proof thereof.
• Submission of all required documentation, including CSD registration, tax compliance, and proof of address.

Skills Requirements

The skills and qualifications required from the service provider and personnel include:

• Accredited facilitators, assessors, moderators, and quality assurance practitioners with SETA accreditation.
• Proven experience in delivering occupational skills training, particularly in entrepreneurship and venture creation.
• Capacity to manage training logistics, learner assessments, and certification processes.
• Ability to work collaboratively with NPOs and community stakeholders for learner recruitment and placement.
• Strong administrative and reporting skills to ensure compliance and effective monitoring of the training programme.
• Qualified personnel with relevant industry experience and accreditation to deliver and assess the specified qualification.
