Objectives

The primary objective of this tender is to appoint a competent and experienced hygiene service provider to deliver standardized hygiene services across all PRASA rail stations and depots within the KwaZulu-Natal region. The services are to be rendered on a monthly basis over a contract period of thirty-six (36) months, ensuring cleanliness, sanitation, and proper waste disposal at various facilities.

Scope

The scope of work includes:

• Supply, installation, and maintenance of sanitary hygiene bins at designated locations.
• Regular servicing of bins, including removal of waste, replacement of liners, cleaning, and disinfection.
• Provision of ad hoc services such as installation of air freshener dispensers, supply of sanitary bags, disinfectant wipes, and other hygiene-related products.
• Safe collection and lawful disposal of sanitary waste in compliance with relevant legislation.
• Provision of necessary equipment, PPE, chemicals, and consumables for hygiene services.
• Adherence to safety, health, and environmental regulations during service delivery.

Technical Requirements

The technical requirements include:

• Supply and installation of durable, slimline, front-opening sanitary bins with pedal operation and deodorizing features.
• Use of approved disinfectants, deodorants, and biodegradable liners.
• Maintenance of detailed service registers signed by PRASA officials, with records of bins serviced, waste removed, and disinfection carried out.
• Provision of ad hoc services such as installation of battery-operated air fresheners, sanitary bag dispensers, and other hygiene accessories.
• Compliance with national environmental waste management laws and health regulations.
• Implementation of safety protocols, including railway safety, PPE use, incident reporting, and safety audits.
• Provision of a comprehensive safety file prior to commencement of work.
• Insurance coverage including public liability and workers’ compensation.
• Adherence to PRASA’s safety, security, and operational procedures during service delivery.

Skills Requirements

The skills and qualifications required from the service provider and personnel include:

• Proven experience in hygiene and sanitation services, with documented references and past performance.
• Qualified and trained personnel capable of safely handling biological waste, chemicals, and operating hygiene equipment.
• Competence in railway safety protocols and adherence to occupational health and safety standards.
• Ability to maintain detailed records, prepare service reports, and ensure traceability of services rendered.
• Effective communication skills for coordination with PRASA officials and emergency response teams.
• Qualified safety officers and personnel trained in hazard identification, risk assessment, and incident management.
• Capability to respond promptly to emergency requests and perform corrective or additional pest control services as required.
