Objectives

The primary objective of this tender is to provide accredited training in the Occupational Skills Programme: Plumbing Hand (SP-210403, NQF Level 3) to Community Work Programme (CWP) participants across three provinces—Northern Cape, North-West, and KwaZulu-Natal. The training aims to enhance participants' employability, enable their transition into the mainstream economy or enterprise development, and build technical skills to support local government service delivery interventions. Additionally, the program seeks to equip participants with practical plumbing repair techniques, safety standards, and certification to qualify them as plumbers for placement in public and private sectors.

Scope

The scope includes:

• Training 42 CWP participants, with 14 participants in each of the three provinces.
• Delivering 61 days of training per participant, covering the QCTO-accredited Plumbing Hand programme.
• Managing participant screening, enrolment, and records in line with curriculum entry requirements.
• Facilitating experiential learning through placement in CWP useful work streams such as water, energy, and construction sectors.
• Ensuring training is delivered by qualified trainers, assessors, and moderators, with appropriate administrative and logistical support.
• Adhering to health and safety legislation and regulations during training delivery.
• Providing post-training support and skills transfer plans.

Technical Requirements

• Provision of training based on the QCTO Occupational Skills Programme: Plumbing Hand (SP-210403).
• Training duration of 61 days per participant, with a total of 42 participants across three provinces.
• Qualified trainers, assessors, and moderators with relevant certifications and experience.
• Development and submission of detailed implementation, governance, and skills transfer plans.
• Management of participant enrolments, attendance, and experiential placements.
• Compliance with all legislative requirements, including Occupational Health & Safety Act and COIDA.
• Costing of training activities, assessment, moderation, certification, and related materials.
• Provision of training in the home languages of participants where possible.

Skills Requirements

The successful service provider must demonstrate:

• Relevant post-graduate or trade qualifications in plumbing or related fields, with accreditation certificates.
• Experience in delivering similar training projects, supported by appointment letters and reference letters from past clients.
• Proven capacity to provide access to or ownership of training facilities within the specified provinces.
• Ability to develop and implement comprehensive training, mentorship, and coaching methods.
• Strong project management skills, including planning, logistics, and administrative activities.
• Experience in managing large-scale training at provincial levels, with a track record of successful project completion within the past five years.
• Capacity to support vulnerable groups, including women, youth, and people with disabilities, and to deliver training in local languages.
