Objectives

The primary objective of this tender is to appoint a qualified service provider to design and implement a comprehensive Performance Evaluation System (PES) for Iziko Museums of South Africa. The system aims to establish clear, fair, and transparent performance standards, align individual performance with organizational strategies and the Annual Performance Plan (APP), support recognition and career progression, and enhance accountability and overall organizational performance.

Scope

The scope of work includes:

• Designing a Performance Evaluation System that sets performance standards and aligns with organizational goals.
• Developing policies, frameworks, and tools such as templates, user guides, and training materials.
• Supporting pilot testing of the PES in selected departments.
• Delivering comprehensive reports including diagnostic, pilot, and final implementation reports.
• Providing change management and communication tools to facilitate system adoption.

Technical Requirements

The technical requirements encompass:

• Design of a performance management framework tailored to Iziko’s organizational context.
• Development of PES tools, templates, and user guides.
• Implementation of the system with support for pilot testing and full rollout.
• Provision of training materials and change management strategies.
• Support for monitoring, evaluation, and continuous improvement of the PES.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in designing and implementing performance management systems, especially within public-sector or cultural/heritage institutions.
• At least 5 years of relevant experience in human resources management, organizational development, or related fields.
• Qualified personnel with a Director or Account Manager holding an NQF Level 8 qualification in Human Resources or related fields, with SABPP-accredited professional certification (e.g., CPMP, SHRM, HRBP 2.0).
• Team expertise in HR strategy, change management, and organizational development.
• Ability to provide references from previous projects demonstrating successful performance management system implementations.
• Capacity to deliver comprehensive training, change management, and ongoing support.
