Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct regulatory verification, inspection, and testing services for South African Airways (SAA). The services aim to ensure that all uniform garments and luggage meet statutory and regulatory standards in South Africa. The provider will assess garment quality, verify compliance with specifications, and deliver comprehensive reports on each item tested or inspected.

Scope

The scope of work includes:

• Assessment and verification of various uniform garments and luggage items listed in the tender, including jackets, shirts, skirts, trousers, shoes, handbags, and travel bags.
• Sample inspections, product verification, fabric and garment testing, color verification, and comparison against specifications.
• During and post-production inspections, including prior to shipment.
• Provision of full reports on each garment or luggage item tested or inspected.
• Optional assessment of specific uniform items as per SAA specifications, with the possibility of testing only selected items.
• Additional costs to be provided in a pricing schedule.

Technical Requirements

The technical requirements for the service provider include:

1. Accreditation: The bidder must be SANAS/SABS accredited or possess equivalent accreditation in the textile industry.
2. Experience: Provide evidence of at least three similar projects conducted within the last three years, supported by a lookbook or presentation.
3. References: Submit at least three contactable references for similar work, including details of the projects, contact persons, and contact information.
4. Delivery Timelines: Clearly state the lead time (in weeks) from receipt of garments to final report delivery. The expected lead times are:
   • Two weeks or less: 50%
   • More than two but less than four weeks: 30%
   • Four weeks or more: 20%
   • Eight weeks or more: 10%
5. Inspection and Testing: Conduct sample inspections, fabric testing, color verification, and conformance checks against specifications.
6. Reporting: Provide detailed reports on each garment or luggage item tested or inspected, including compliance status and any deviations.
7. Compliance: The service provider must meet all statutory and regulatory standards applicable in South Africa for garment and luggage verification.
8. Additional Costs: Provide a pricing schedule for any additional costs associated with testing or inspection services.

The successful bidder must demonstrate compliance with these technical requirements to be considered for award of the contract.
