Objectives

The primary objective of this tender is to commission a study/assessment that examines the organic food chain within the City of Johannesburg, from producers to consumers. The assessment aims to analyze existing networks of organic food suppliers, producers, and consumer demand within the agricultural value chain. It will determine the percentage and variety of organic food produced locally, the extent of imported organic food, and evaluate food security, distribution, and sustainability of urban agriculture initiatives. The final research report will inform and guide the review of the city's Food Resilience Strategy, identifying gaps, proposing policy revisions, and suggesting strategies to enhance food supply and security.

Scope

The scope encompasses conducting a comprehensive assessment of the organic food supply and demand chain across all seven regions of Johannesburg, with particular focus on key agricultural hubs such as Orange Farms, Diepsloot, Braamfisher, Ivory Park, and Eikenhof. The consultant will employ mixed research methodologies to:

• Collect and analyze data from relevant organizations (e.g., Joburg Market, Department of Agriculture, Statistics SA, Agri-SA, NERPO, SAPO, SAPA, NAFU, retailers, etc.).
• Map stakeholders, processes, relationships, and roles within the organic food value chain.
• Review existing policies, initiatives, and city targets related to food resilience.
• Develop recommendations to enhance food resilience, sustainability, and environmentally friendly practices.
• Assist in reviewing and refining the Food Resilience Strategy based on assessment findings.

The assessment is expected to be completed within one month after approval of the final report.

Technical Requirements

The service provider must:

• Conduct a literature review and critical analysis of existing knowledge in the organic food sector.
• Gather primary and secondary data from relevant sources and stakeholders.
• Map the organic food network, including key stakeholders, processes, and relationships.
• Develop a comprehensive research report with findings, analysis, and recommendations.
• Facilitate a presentation workshop to communicate findings.
• Draft and finalize a food resilience strategy document based on research outcomes.
• Ensure all data collected is properly documented and submitted.

Skills and Experience Requirements

The successful service provider must demonstrate:

• Extensive research experience, particularly in agricultural, food systems, or policy development sectors.
• Postgraduate qualification (Masters level or higher) with at least 10 years of relevant research experience.
• Proven ability to conduct qualitative and quantitative research, including data analysis using statistical software.
• Strong understanding of policy and strategy development related to food security and urban agriculture.
• Experience in mapping complex networks and stakeholder analysis within food supply chains.
• Ability to develop credible, evidence-based recommendations aligned with environmental sustainability practices.
• Experience in engaging with government agencies, research institutions, and community stakeholders.
• Capacity to produce comprehensive reports, facilitate workshops, and communicate findings effectively.
