Objectives

The primary objective of this tender is to procure a supplier capable of designing, manufacturing, and delivering a 3000L road tanker that complies with all technical, safety, and regulatory standards. The tanker must be suitable for transporting classified LA effluent, ensuring no leakage or environmental contamination, and must include all relevant documentation such as test certificates, drawings, and manuals.

Scope

The scope encompasses the complete supply of a 3000L road tanker that meets the specifications outlined in the User Requirement Specification NLM-SPE-00052 Rev.02. This includes:

• Design and manufacture of the tanker according to sound engineering practices and standards
• Compliance with safety, environmental, and statutory requirements
• Provision of documentation: factory and site acceptance test certificates, technical drawings, spares list, maintenance manuals
• Delivery and certification of the tanker, including roadworthy certification
• Inclusion of safety features such as stabilizer support legs, towing eye, spare wheel, and reflectors

Technical Requirements

The technical specifications for the tanker include:

• Material of construction: Stainless Steel 304 with material certificate (pH above 5.5)
• Design to prevent leakage and contamination, with visual liquid level display
• Diameter specifications for loading/off-loading: mm (as per detailed drawings)
• Wheel and brake specifications, ensuring roadworthiness
• Compliance with statutory markings, lights, reflectors, and licensing
• Stabilizer support legs at the rear to prevent backward tipping when not connected to a vehicle
• Towing coupling: 33mm diameter towing eye (see attachments)
• Provision of one spare wheel and wheel spanner
• Warranty coverage for the tanker

Skills and Skills Requirements

The supplier must demonstrate:

• Proficiency in designing and manufacturing chemical transport tankers according to relevant standards and specifications
• Ability to produce detailed, to-scale technical drawings compliant with specification requirements
• Experience in working with stainless steel materials, especially Stainless Steel 304
• Knowledge of safety, environmental, and regulatory compliance for transporting hazardous or classified effluent
• Capability to provide all necessary documentation, including test certificates, manuals, and drawings
• Understanding of occupational health and safety regulations, particularly the Occupational Health and Safety Act 85
• Experience in quality assurance processes, including factory and site acceptance testing
• Ability to meet BBBEE and price evaluation criteria as per procurement policies
