Objectives

The primary objective is to secure a media partnership with Free State FM to deliver a live outside broadcast event in the Free State Province. The Department of Tourism aims to promote provincial tourism initiatives through targeted radio coverage, ensuring professional production quality and alignment with official event programming.

Scope of Work

The contract covers a single-day outside broadcast scheduled for 09 September 2026 at the Gariep Forever Resort, Gariep Dam, Free State Province. The broadcast window is either 09h00–12h00 or 12h00–15h00. The scope encompasses full radio production, live transmission, content creation, and media partnership execution for the specified duration. Detailed component lists and equipment specifications are contained within the complete RFQ package.

Technical Requirements

• Proven capability in professional radio broadcasting, including mobile outside broadcast units, audio mixing consoles, satellite or microwave transmission links, and backup power systems.
• Ability to operate within the specified venue constraints while maintaining high-fidelity audio transmission.
• Submission of completed Standard Bidding Documents (SBD), a valid Credit Security Database (CSD) full report, tax compliance verification, and B-BBEE documentation.
• Financial quotation must align precisely with the stated scope, presented in South African Rand, rounded to two decimal places.

Skills Requirements

• Experienced technical crew capable of live radio outside broadcast operations, including sound engineers, broadcast technicians, and field producers.
• Competence in real-time signal management, antenna setup, and transmission troubleshooting in remote locations.
• Administrative proficiency in preparing compliant bid submissions, including accurate pricing, annexure completion, and authorization declarations.
• Previous experience in government or tourism-sector promotional campaigns is highly advantageous.

Key Terms & Compliance Notes

PPPFA Preference Point System: An 80/20 scoring model where 80 points are awarded based on price competitiveness and 20 points on designated socio-economic goals. Price points are calculated pro-rata against the lowest acceptable tender. Specific goal points are allocated for enterprises owned by women (max 6 points), historically disadvantaged black individuals (max 12 points), and SMME status (max 2 points).

HDI Definition: Stands for Historically Disadvantaged Individuals, referring to persons who suffered discrimination under apartheid legislation prior to the 1994 democratic elections.

CSD Full Report: A comprehensive supplier verification report issued by the National Treasury. Only summarized reports are rejected; a full, unredacted version drawn close to the closing date is mandatory.

B-BBEE Sworn Affidavit: Required for EME/QSE classification. Must be signed by a commissioner, valid for 12 months, and accompanied by company registration proof. Joint ventures cannot claim points via affidavit alone and require consolidated certificates from accredited verification agencies.

POPIA Compliance: All personal information submitted will be handled in strict accordance with South Africa’s Protection of Personal Information Act. The department reserves the right to process, share, or publish data as necessary for contract execution and statutory obligations.
