Objectives

The primary objective is to appoint a qualified service provider to deliver comprehensive hygiene services to the Office of the Premier in the Northern Cape province for a fixed contract period of 36 months.

Scope of Work

The scope is divided into two distinct components:

• Once-off Equipment Installation: Supply and installation of specified hygiene fixtures, including wall bins, paper towel dispensers, air freshener dispensers, toilet roll holders, sanitary bins, foam soap dispensers, sanitary packet dispensers, automatic hand dryers, and seat sanitizer dispensers.
• Monthly Consumables Delivery: Regular supply of replenishment items, including urinal mats, sanitary packets, foam soap refills, laminated paper towel rolls, and air freshener refills.

The appointed provider is also responsible for the ongoing maintenance of all installed equipment throughout the contract term.

Technical Requirements

• Bidders must complete the mandatory pricing schedule with all fields populated numerically; blank fields, dashes, or “N/A” entries are strictly prohibited.
• All quotations must be VAT inclusive. Only suppliers registered as VAT vendors with SARS may apply VAT using their unique registration number.
• Invoices must be submitted monthly upon service delivery.
• Suppliers must be registered on the Central Supplier Database (CSD) and submit proof of registration.
• Compliance documentation includes the SBD4 Bidder Disclosure form and the Critical Information form.
• Evaluation follows a preferential procurement scoring model: 80 points for price and 20 points for socio-economic goals for contracts valued at or below R50 million, or 90/10 for contracts exceeding R50 million.
