Objectives

The primary objective of this tender is to procure training services for two delegates to attend an Executive Development Programme tailored for public sector managers. The programme aims to enhance executive-level skills aligned with the Senior Management Service (SMS) Competency Framework, covering areas such as self-mastery, team mastery, strategic leadership, public policy, project management, human resource management, and financial management.

Scope

The scope of work includes:

• Provision of accredited training for two delegates in the Executive Development Programme for Public Service.
• Delivery of a comprehensive six-month training course designed to develop key executive competencies.
• Submission of accreditation letters from the service provider and facilitator.
• Assessment of learners through assignments and integrated assessments.
• Provision of certificates upon successful completion within specified timelines.

Technical Requirements

• The service provider must be accredited to offer the Executive Development Programme for Public Service.
• Training must be aligned with the SMS Competency Framework and cover modules such as self-mastery, team mastery, strategic capability, public policy, project management, HR management, and public finance management.
• The programme duration is six months, with scheduled sessions and assessments.
• Assessment approach includes assignments and integrated evaluations.
• Costing must be VAT inclusive, aligned with project activities, and supported by relevant documentation (e.g., B-BBEE certificate, tax clearance, accreditation).
• Training providers must submit accreditation letters and proof of assessment approach.

Skills Requirements

• Proven accreditation and experience in delivering executive development training for public sector managers.
• Ability to design and deliver a comprehensive six-month training programme aligned with government competency frameworks.
• Capability to assess learners through assignments and integrated evaluation methods.
• Experience in providing certificates and managing training logistics within specified timelines.
• Knowledge of relevant legislation, including POPIA, and compliance with procurement and bidding procedures.
