Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver scaffolding, insulation, and painting services at SANPC Refinery. The goal is to ensure safe, efficient, and compliant execution of maintenance and project activities across the refinery site, including transfer lines to the Island View terminal.

Scope

The scope encompasses:

• Provision of scaffolding, insulation, and painting services for general maintenance and project activities at SANPC Refinery.
• Design, erection, inspection, and dismantling of scaffolding, with approval from a registered structural engineer.
• Application of insulation and painting as per specified standards, including thickness testing and quality assurance.
• Adherence to work procedures, safety protocols, and coordination with refinery operations.
• Emergency and after-hours callouts, standby services, and compliance with planning workflows and permit requirements.
• Provision of manpower, equipment, materials, and supervision necessary for the execution of the scope.

Technical Requirements

The technical evaluation will assess bidders based on:

• Mandatory compliance with legal, safety, and quality standards, including valid certifications and registration (e.g., CIDB Grade 8, ISO 9001).
• Relevant experience in scaffolding, insulation, and painting projects, with at least five years of proven track record.
• Provision of reference letters from previous clients in the refinery or manufacturing sectors.
• Qualified project lead and team members with a minimum of 3-5 years’ experience in similar projects.
• Capability to undertake major projects with values exceeding R5 million annually, including shutdowns and turnaround services.
• Adherence to safety, quality, and environmental standards as specified in the tender documents.
• Evaluation of technical competence through scoring thresholds (minimum 70%).

Skills Requirements

The successful bidder must demonstrate:

• Experienced project management team with proven expertise in scaffolding, insulation, and painting services.
• Skilled personnel including site managers, supervisors, safety officers, QA/QC officers, and specialized workers.
• Ability to mobilize and coordinate resources efficiently, including manpower, equipment, and materials.
• Capability to operate in a refinery environment, complying with safety and operational protocols.
• Effective communication and reporting skills, with participation in planning meetings and progress reporting.
• Availability for standby callouts and after-hours emergency response, with minimum staffing levels.
