Objectives

The primary objective of this tender is to establish a panel of qualified service providers capable of delivering marketing, communication, advertising, and related services for targeted departmental events and campaigns. The department aims to enhance visibility, promote its programs, and increase stakeholder and public engagement through integrated marketing strategies over a three-year period, as and when required.

Scope

The scope encompasses three main categories of services:

• Category A: Advertising & Media Buying Services – Production and placement of advertisements across various media platforms, including print, radio, television, online, and social media, with provisions for revisions.
• Category B: Communication & Public Relations Services – Content creation, editing, proofreading, and management of internal and external communication materials and platforms.
• Category C: Marketing & Creative Services – Development and execution of marketing campaigns, creation of promotional materials, videos, branding collateral, and digital content including animations and presentations.

Proposals can be submitted for one or more categories, with each evaluated separately. The successful providers will execute functions such as campaign development, content production, media placement, and stakeholder engagement for key departmental projects like Museums Day, Provincial Arts & Culture Awards, Sports Awards, and special projects targeting women, youth, and persons with disabilities.

Technical Requirements

The technical requirements include:

• Provision of advertising production and media placement with a turnaround time for revisions.
• Content writing, editing, proofreading, and management for various communication platforms.
• Design, development, and implementation of marketing campaigns and collateral, including digital content, videos, and branding materials.
• Demonstration of relevant experience with at least 5 contactable references and a minimum of 3 years in the related field.
• Adherence to specified project methodologies, work plans, and timelines.
• Compliance with departmental policies, health and safety regulations, and confidentiality protocols.
• Participation in project meetings, reporting, and performance evaluations as per service level agreements.

• Proven experience in marketing, advertising, communication, and creative content development.
• Capability to deliver integrated campaigns across multiple channels including digital, print, radio, and television.
• Strong project management skills with the ability to develop work plans, manage timelines, and coordinate multiple stakeholders.

• Technical expertise in graphic design, video production, animation, and branding collateral.
• Knowledge of government procurement processes, compliance standards, and confidentiality requirements.
• Ability to provide innovative solutions tailored to departmental needs and target audiences.
