Objectives

The primary objective of this tender is to procure essential personal protective equipment (PPE) for internal operational use by Statistics South Africa. The procurement aims to secure compliant, high-quality disposable medical supplies through a transparent, competitive process that aligns with national public procurement legislation and preferential scoring frameworks.

Scope

The tender covers the supply of three specific categories of disposable protective gear:

• 3-Ply Disposable Medical Masks: Blue, triple-layer construction with an adjustable aluminium nose bar, latex-free ear loops, hypoallergenic polypropylene material, glass-fibre free, ultrasonic bonded, and packaged in boxes of 50.
• Plastic Aprons: Single-use, disposable, waterproof light-duty aprons made from premium polyethylene, featuring a halter neck design, latex-free, hypoallergenic, and supplied in packs of 100.
• Surgical Gloves: Blue nitrile examination gloves, single-use, latex-free, powder-free, non-sterile, ambidextrous, and provided in boxes of 100.

Technical Requirements

Bidders must meet strict product specifications and administrative compliance standards:

• Product Specifications: All items must exactly match the described materials, safety features, and packaging quantities. Goods must be suitable for medical/hygiene use and delivered in new, unused condition.
• Documentation & Compliance: Submission of completed Standard Bidding Documents (SBD1, SBD4, SBD6.1) is mandatory. Bidders must provide a valid SARS Tax Compliance Status (TCS) PIN or Central Supplier Database (CSD) number, alongside a sworn affidavit or B-BBEE verification certificate.
• Preferential Scoring Framework (80/20 System): This is a standard South African public procurement evaluation method where 80 points are awarded for price competitiveness and 20 points for specific socio-economic goals. Points for equity ownership by Black individuals, women, youth (ages 14–35), and persons with disabilities are calculated based on verified ownership percentages. Claiming these points requires certified identity documents, company registration records, CSD reports, and HPCSA-registered medical certificates for disability claims. Failure to submit valid proof results in forfeiture of the claimed points.

Skills Requirements

No specialized technical or professional skills are required for contract execution, as this is a straightforward supply agreement for off-the-shelf PPE. However, bidders must demonstrate:

• Administrative & Compliance Proficiency: Ability to accurately complete all prescribed bidding forms, declare no conflicts of interest, and confirm that no directors or members are in the service of the state.
• Supply Chain & Logistics Capability: Proven capacity to source, warehouse, and deliver the specified quantities of medical-grade disposables within agreed delivery windows.
• Documentation Management: Competence in compiling and submitting certified proof of ownership, tax compliance, and B-BBEE status to substantiate preference point claims without triggering disqualification due to missing, inconsistent, or fraudulent documentation.
