Objectives

The primary objective of this tender is to appoint a Lead Revenue Management Expert to assist Johannesburg Water (JHB Water) in developing and implementing a Revenue Management Model. The goal is to maximize revenue generated and collected, ensure billing completeness, reduce revenue leakage, and manage distribution losses. This is in the context of transitioning from centralized treasury control under the City of Johannesburg (COJ) to ring-fenced accountability aligned with National Treasury Trading Services Reforms.

Scope

The scope includes:

• Assessment and development of a comprehensive Revenue Management Model for JHB Water.
• Design and implementation of strategies to improve revenue collection, billing, leakage reduction, and distribution loss management.
• Transition support from centralized treasury control to ring-fenced financial accountability.
• Provision of advisory services on revenue enhancement, tariff restructuring, data cleansing, and financial recovery plans.
• Deliverables include assessment tools, frameworks, detailed reports, and a Revenue Enhancement Programme.

Technical Requirements

The technical requirements for the successful bidder include:

• Mandatory qualifications: Chartered Accountant (CA(SA), ACCA, CPA, or equivalent) and Data Engineering qualification (BEng/BSc in Data Engineering/MSc in Information Science – Machine Learning or equivalent).
• Minimum 15 years of experience in municipal revenue management implementation or advisory within South African municipalities.
• Proven experience in developing financial recovery plans for distressed municipalities.
• Strong data analytics capability for revenue assurance.
• Demonstrated experience in tariff review, billing data cleansing, distribution loss management, and ring-fencing of trading services.
• Ability to perform assessments, develop strategies, and provide recommendations aligned with treasury reforms and ring-fencing requirements.

Skills Requirements

The successful bidder must possess:

• Expertise in municipal revenue management, financial recovery, and revenue assurance.
• Strong analytical skills, particularly in data analytics and data-driven decision making.
• Experience in tariff restructuring and billing systems.
• Ability to develop and implement revenue management frameworks and models.
• Excellent communication and reporting skills to deliver comprehensive assessments and strategic recommendations.
• Knowledge of National Treasury Trading Services Reforms and ring-fencing of municipal trading services.
• Proven track record of working with municipalities on revenue enhancement and financial turnaround projects.
