Objectives

The primary objective of this tender is to review and update the Non-Motorised Transport (NMT) Plan for eThekwini, originally developed in 2013. The update aims to incorporate recent urban development initiatives, improve NMT infrastructure, and promote safe, accessible, and sustainable walking and cycling modes. The plan seeks to identify key NMT routes and areas for prioritization, address barriers hindering NMT adoption, and develop a strategic framework to guide future NMT initiatives aligned with city vision and national policies.

Scope

The scope of work includes:

• Producing an inception report outlining objectives, approach, and timelines.
• Assessing the current NMT plan and identifying existing projects and gaps.
• Redefining NMT vision considering recent city developments and initiatives such as GO! Durban, TOD, and pedestrianization projects.
• Identifying key NMT routes and corridors within the city.
• Developing a phased implementation plan prioritizing regions and projects.
• Preparing conceptual designs for priority areas, including infrastructure details such as alignment, cross-sections, lighting, safety features, and street furniture.
• Engaging stakeholders and conducting public participation processes.
• Compiling a close-out report with recommendations, outcomes, and lessons learned.
• Delivering all reports, designs, and plans within an 18-month project timeline.

Technical Requirements

The technical requirements encompass:

• Comprehensive review of the 2013 NMT plan and recent urban development projects.
• Development of a strategic NMT vision aligned with city policies and legislation.
• Identification of key NMT routes, corridors, and nodes, including recreational and social destinations.
• Design of NMT infrastructure elements such as sidewalks, cycle lanes, crossings, lighting, signage, street furniture, and safety features.
• Preparation of detailed cost estimates for infrastructure and implementation phases.
• Stakeholder engagement and public participation planning and execution.
• Preparation of conceptual urban designs and network/route proposals.
• Development of phased implementation and prioritization strategies.
• Ensuring compliance with relevant policies, bylaws, and standards.

Skills Requirements

The tenderer must demonstrate expertise in the following areas:

• Transport Planning and Policy: Experience in developing and reviewing urban transport and NMT plans, with knowledge of national and local policies.
• Urban Design and Infrastructure: Proven capability in conceptual and detailed design of pedestrian and cycling infrastructure, including alignment, cross-sections, lighting, signage, and street furniture.
• Project Management: Ability to manage multidisciplinary teams, timelines, and budgets effectively over a 24-month period.
• Stakeholder Engagement: Skills in facilitating public participation, stakeholder consultations, and community engagement processes.
• Environmental and Safety Standards: Knowledge of safety, environmental, and legislative requirements related to NMT infrastructure.
• Cost Estimation and Financial Planning: Competence in preparing detailed cost estimates and phasing strategies.
• Technical Expertise: Qualifications and experience in civil engineering, urban planning, GIS, and related disciplines, with minimum 8 years of relevant experience for key personnel.
