Tender Summary

Objectives

The primary objective is to identify a comprehensive e-procurement and e-contract management software solution that seamlessly integrates with the client’s existing ERP environment. The initiative aims to streamline procurement workflows, strengthen budget control and financial governance, enhance supplier and contract oversight, minimize manual processing, and deliver accurate, auditable management reporting. This RFI serves as a market engagement exercise to assess functional capability, technical suitability, scalability, security, implementation feasibility, support models, and indicative costs, ultimately informing future budgeting and procurement strategy.

Scope

The scope encompasses a paper-based submission and a live system demonstration covering the entire procurement and contract lifecycle. Respondents must address:

  • End-to-end e-procurement processes including requisitioning, budget validation, sourcing, evaluation, award, and purchase order generation.
  • E-contract management covering drafting, approval, execution, obligations, variations, renewals, expiry alerts, performance monitoring, and close-out.
  • Supplier management, onboarding, compliance verification, and performance tracking.
  • Reporting, dashboards, audit trails, security controls, and role-based access management.
  • Implementation methodology, data migration, training, change management, hosting options, maintenance, support SLAs, and exit/data extraction provisions.

The assessment is based on an estimated forty-five end users across SCM, business units, approvers, and finance roles, with a thirty-six-month total cost of ownership view.

Technical Requirements

  • Sage X3 Integration: Seamless, real-time or near-real-time synchronization for cost centres, general ledger accounts, budget balances, purchase commitments, purchase orders, supplier data, invoices, payments, and expenditure tracking.
  • CSD Interface: Automated linkage to the Central Supplier Database for supplier validation, tax compliance, and regulatory status visibility.
  • Budget Commitment Control: Automatic retrieval of available budgets, with system-enforced prevention, escalation, or flagging of transactions exceeding allocated funds.
  • Workflow & Access Controls: Configurable approval matrices, delegation of authority, segregation of duties, role-based permissions, and complete audit logging for all actions, documents, and approvals.
  • Reporting & Analytics: Standard and customizable dashboards, spend analysis, contract registers, exception reporting, drill-down capabilities, and export functions.
  • Security & Compliance: Data protection protocols, document version control, records retention policies, secure hosting (cloud or on-premises), backup, and disaster recovery mechanisms.
  • Licensing & Deployment: Clear distinction between standard, configurable, custom-developed, or third-party-dependent features. Preference for off-the-shelf solutions requiring minimal customization.

Skills Requirements

  • Proven experience in deploying e-procurement and e-contract management systems within public-sector or highly regulated environments.
  • Technical expertise in integrating commercial software with Sage X3 ERP and interfacing with government supplier databases.
  • Strong project management capabilities, including implementation planning, configuration, data migration, and change management.
  • Ability to design and deliver structured training programs for diverse user groups (SCM, finance, approvers, administrators).
  • Competence in developing comprehensive support frameworks, including incident management, service level agreements, patch management, and system upgrades.
  • Financial acumen to calculate and present a transparent thirty-six-month total cost of ownership, accounting for licensing metrics, recurring fees, annual escalation, currency exposure, and exit costs.

Glossary of Key Terms

  • Sage X3: An enterprise resource planning (ERP) platform managing financial, supply chain, and operational data. The proposed solution must synchronize directly with it for live budget validation and financial reconciliation.
  • CSD (Central Supplier Database): South Africa’s official registry for verifying supplier registration, tax standing, and transformation compliance. System integration ensures automated compliance checks during supplier onboarding.
  • Budget Commitment Control: A financial safeguard that reserves funds at the requisition stage to prevent overspending. The system must validate against live Sage X3 balances and restrict non-compliant transactions.
  • Total Cost of Ownership (TCO): The complete financial projection over thirty-six months, encompassing software licences, implementation, integration, hosting, training, maintenance, support, and termination fees, adjusted for inflation and exchange-rate fluctuations.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing
