Objectives

The primary objective of this tender is to rebuild and support the Bank of Southern Africa Limited's corporate website to enhance stakeholder engagement, improve operational efficiency, and align with modern digital standards. Specific goals include increasing user engagement metrics, ensuring accessibility compliance (WCAG 2.1 AA), improving site performance, and integrating advanced functionalities such as AI-powered content optimization and seamless third-party system integrations.

Scope

The scope encompasses the end-to-end development, design, testing, deployment, and ongoing support of a new corporate website. It includes:

• Design and UI development based on modern, user-centric principles.
• Development of a fully responsive website compatible across devices.
• Implementation of a suitable Content Management System (CMS) supporting multi-author workflows, version control, and social media integration.
• Integration with existing and third-party systems via APIs.
• Implementation of advanced features such as search, multimedia content, knowledge hub, project showcase, and optional AI chatbot.
• Accessibility compliance, privacy statements, terms of use, and legal disclaimers.
• Content migration, archiving, and content optimization.
• Support and maintenance over a 48-month period, including post-deployment support and iterative enhancements.

Technical Requirements

The technical specifications include:

• Design & UI: Modern, clean, and user-friendly interfaces aligned with DBSA branding.
• Responsiveness: Fully responsive across desktop, tablet, and mobile devices.
• Content Types: Support for text, images, videos, podcasts, infographics, and interactive elements.
• Content Management System: Role-based workflows, drag-and-drop page building, microsite support, and multi-department content ownership.
• Accessibility: WCAG 2.1 AA compliance, including testing and remediation.
• Performance: Page load time under 2 seconds, 99.9% uptime, scalable architecture.
• Security: Role-based access control, data encryption, proactive spoofing/phishing detection, and compliance with POPIA and GDPR.
• Integration: APIs for social media, email marketing, GIS, procurement, and enterprise systems.
• Analytics & Reporting: Use of enterprise analytics platforms, KPI dashboards, heatmaps, and campaign tracking.
• Hosting & Infrastructure: Cloud-based scalable hosting supporting CI/CD pipelines and CDN integration.

Skills Requirements

The successful bidder must demonstrate:

• Company Experience: At least three (3) similar projects completed in the last five (5) years, with evidence of strategic, technical, and creative capabilities.
• Team Composition: A multidisciplinary team including:
• UX/UI Designers with 5+ years of experience
• Technical Architects and Lead Developers skilled in modern frameworks (e.g., Angular, Vue.js, Node.js, Django)
• Content Strategists and Copywriters
• Accessibility Specialists familiar with WCAG 2.1 AA
• Project Managers with experience in Agile methodologies
• Security and Data Privacy Experts
• Case Studies: Minimum of three (3) recent, relevant projects demonstrating technical, strategic, and user-centric design excellence, including measurable outcomes.
• Technical Competence: Proven experience with modern tech stacks, scalable hosting, CI/CD pipelines, and API integrations.
• Methodology: Clear project approach emphasizing Agile delivery, stakeholder engagement, testing, and post-launch optimization.
• Design & Creativity: Ability to produce sample UI designs and prototypes aligned with DBSA branding and user needs.
