Objectives

The primary objective of this tender is to appoint a service provider to implement an Odoo system, specifically focusing on the Document Management System (DMS) and Customer Relationship Management (CRM) modules. The goal is to enhance the Tribunal’s operational efficiency through the deployment of these integrated modules, including additional modules such as Project and Signature modules.

Scope

The scope encompasses the installation, configuration, deployment, testing, and stabilization of the Odoo system with the following components:

• Document Management System (DMS): Centralized storage, full-text search, support for various file formats, version control, workflows, role-based access, digital signatures, audit logs, encryption, and secure sharing.
• Customer Relationship Management (CRM): Automated query referencing, anonymous reporting, severity levels, task assignment, tracking, investigation notes, collaboration tools, notifications, confidentiality, and escalation management.
• Additional Modules: Project and Signature modules.

Technical Requirements

The technical specifications include:

• Implementation of a centralized DMS with category hierarchy, full-text search, version control, workflows, role-based permissions, encryption, and audit logs.
• Deployment of a CRM system with automated query referencing, reporting options, severity levels, task management, collaboration tools, notifications, and escalation features.
• Implementation, testing, and stabilization of the Project and Signature modules.
• Adherence to best practices in project management, including detailed project planning with timelines, resource allocation, and methodology.
• Provision of references and evidence of similar successful projects undertaken.

Skills Requirements

The bidder must demonstrate:

• Experience in implementing Odoo systems, with a preference for those specializing in ECM/DMS solutions.
• Relevant technical expertise, including project management and ICT qualifications (minimum NQF Level 6).
• At least 5 years of relevant experience in deploying ECM/DMS solutions and related modules.
• Capability to provide a detailed project plan outlining methodology, phases, activities, timelines, and resource allocations.
• Provision of references from previous similar projects, with a minimum of 1-3 reference letters.
