Objectives

The primary objective of this tender is to appoint a qualified Valuer to conduct a comprehensive valuation of the identified NPK Plant asset for Foskor (PTY) LTD. The valuation aims to provide a detailed report including asset value, market assessment, demand analysis, scrap versus operational resale value, and commercial recommendations to facilitate Foskor's decision-making process.

Scope

The scope encompasses the valuation of the NPK Plant, which includes the following key components:

• Batch process blending system (Tower blending system) with a throughput of 100 tons/hour.
• Electrically operated spouting system.
• Holding system (150 tons) with six major bins and two minor bins.
• Weigh hopper system.
• High intensity Mixer (HIM) with 2500kg capacity, including liquid and powder additives.
• Twin 50kg duplex open-mouth baggers (100 tons/hr).
• Ton bagging machine.
• Automatic batch controller system.
• Full automation package.

The plant is not assembled, and the valuation must consider this aspect.

Technical Requirements

The technical evaluation criteria include:

• Experience in materials handling, mining, or processing plants, with at least 10 years in industrial plant valuation.
• Completion of more than 10 similar industrial plant valuation projects within the last 10 years, supported by references and reference letters.
• Demonstration of valuation methodologies such as Market Comparable, Depreciated Replacement Cost (DRC), Forced Sale Value (FSV), and Scrap Value, with clear assumptions and approach.
• Recognition by professional valuation or asset appraisal bodies, with qualified and experienced personnel.
• Assessment and analysis of buyer markets, disposal options, demand for second-hand fertilizer blending plants, scrap versus operational resale value, and commercial recommendations.
• Submission of detailed inspection methodology, reporting plan, timelines, and quality assurance measures.

A minimum functionality score of 70% (70 out of 100 points) in the technical evaluation is required to qualify for further assessment.

Skills Requirements

• Professional registration and qualifications of the valuation team, including a lead valuer with over 10 years' experience and supporting staff with 7–10 years' experience.
• Proven track record of completing industrial plant valuations, with documented references and project descriptions.
• Capability to apply appropriate valuation methodologies with clear assumptions and market assessments.
• Ability to conduct detailed inspections, asset verification, and market demand analysis.
• Experience with valuation reports, commercial recommendations, and automation packages.
• Skills in market assessment, scrap valuation, and demand analysis for second-hand fertilizer blending plants.
• Effective communication skills, including providing customer service contact details and ensuring timely delivery of reports.
