Objectives

The primary objective of this tender is to engage a recruitment agency capable of providing an HR Specialist for a period of 8 months. The selected agency will be responsible for sourcing, assessing, and recommending suitably qualified candidates to fulfill the role, ensuring alignment with the Railway Safety Regulator's requirements and standards.

Scope

The scope of work includes:

• Providing professional response handling, including candidate suitability assessment and fit determination.
• Conducting interviews with identified candidates to evaluate their suitability and fit for the HR Specialist position.
• Engaging and collaborating with line management and HR colleagues to implement HR activities aligned with organizational priorities.
• Ensuring the placed resource operates within the salary band D2, with a monthly remuneration of R95,675 for 8 months.
• Including the recruitment agency’s quote to cover monthly salary, placement, and admin fees.
• Processing the resource’s salary through the recruitment agency, as the Railway Safety Regulator will not include the resource on its payroll.
• Adhering to the Basic Conditions of Employment applicable to the resources.

Technical Requirements

The technical requirements for the tender include:

• Provision of suitably qualified HR specialists with proven track records in similar roles.
• Demonstration of capacity and capability to execute the project, evidenced through experience in permanent placements within public and private sectors over the last 5 years.
• Submission of a detailed project plan addressing sourcing, response, and recruitment approach, with specific timelines.
• Compliance with administrative and legal requirements such as registration on the National Treasury CSD, valid tax clearance, BBBEE certification, company registration, and relevant professional registrations.
• Provision of a comprehensive quotation inclusive of VAT, with clear breakdowns of costs.
• Submission of valid supporting documents to claim specific goals, such as BBBEE status and ownership details.

Skills Requirements

The skills and experience required for the successful service provider include:

• Proven experience as a Human Resources Generalist or Practitioner, with a track record in permanent placements.
• Ability to develop and implement effective recruitment strategies and response handling processes.
• Strong collaboration and communication skills to engage with line management and HR colleagues.
• Capacity to prepare detailed project plans and adhere to timelines.
• Knowledge of South African employment laws, BBBEE regulations, and procurement policies.
• Ability to provide qualified candidates who meet the minimum requirements specified for the HR Specialist role.
