Objectives

The primary objective of this tender is to conduct a comprehensive organisational skills audit for merSETA. The audit aims to assess current skills levels across all employee levels, identify skills gaps, and develop strategies to align workforce capabilities with the organisation’s strategic plans for 2025–2030. The project also seeks to support compliance with relevant sector and legislative requirements, and to determine future skills needs in the context of digital transformation and sector-specific demands.

Scope

The scope includes:

• Conducting a skills audit for approximately 286 employees across all levels and regions, including executives, management, and support staff.
• Engaging staff through online assessments and individual interviews.
• Producing a skills gap analysis, competency matrix, and development plans.
• Identifying mission-critical and scarce skills relevant to merSETA’s strategic objectives.
• Recommending training priorities and interventions.
• Delivering a consolidated skills audit report and skills development plan.
• Providing progress reports at each project phase.

Technical Requirements

The technical approach must include:

• A detailed methodology for data collection, analysis, and reporting.
• An online/automated skills audit tool that is customizable, capable of providing live progress reports, and suitable for large-scale deployment.
• Team CVs and qualifications demonstrating at least 5 years’ experience in skills audits.
• Reference letters from previous clients for whom similar skills audits have been conducted.
• A project plan covering all phases from inception to final reporting, aligned with the six-month project timeline.
• Clear documentation of the process flow from data collection to final report.

Skills Requirements

The bidder must demonstrate:

• Experience of at least 5 years in conducting skills audit projects.
• Capability to deliver a comprehensive skills audit for a large organisation with multiple regions.
• Expertise in using automated skills assessment tools and data analysis.
• Qualified project team with relevant post-graduate degrees/diplomas and experience in skills audits.
• Ability to produce detailed reports, live progress updates, and actionable development plans.
