Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider to deliver payment processing services for Johannesburg Water over a period of twelve (12) months, from 01 June 2026 to 31 May 2027. The services aim to support Johannesburg Water’s payroll, statutory, third-party, and ad-hoc payment requirements for approximately 3,200 employees.

Scope

The scope of work includes processing various payment types and related services, such as:

• Salary and wages payments (Next Business Day Service)
• Individual bond payments
• Payroll deductions including SARS, Medical Aid, and other statutory third-party payments
• Emolument Attachment Orders (Garnishee Orders), Maintenance Orders, Moja Payments
• SARS ITA88 and AA88 statutory deductions
• Account verification transactions (batch processing, once per annum)
• Creditor payments and account verifications
• Same-day and real-time payment services (Ad-hoc), including RTGS and RTC payments
• Payment control and exception services such as transaction tracing, recalls, redirects, and handling rejected or unpaid transactions
• Consulting services (up to 5 consultations as required)
• Monthly license fees related to payment processing systems

The services will be rendered monthly, with specific transaction volumes estimated for each payment type.

Technical Requirements

The technical requirements include:

• Processing of specified payment types accurately and efficiently, adhering to turnaround times and payment reflection periods
• Provision of sample payment transaction reports covering at least 30 days
• Submission of a company profile demonstrating at least five (5) years of relevant experience in salary, wage, and third-party payment processing
• Clear indication of transaction turnaround times and payment reflection confirmation
• Pricing submitted per unit of measure in South African Rand (ZAR), exclusive of VAT
• Compliance with all applicable laws, regulations, and Johannesburg Water’s policies

Skills Requirements

The successful service provider must demonstrate:

• Minimum of five (5) years’ experience in processing salary, wage, and third-party payment transactions
• Ability to process a variety of payment types accurately and within specified turnaround times
• Capability to generate and submit detailed transaction reports
• Provision of references confirming similar service delivery
• Knowledge of statutory compliance requirements, including SARS and other relevant authorities
• Experience in handling real-time and same-day payment services
• Capacity to provide consulting and additional support services as needed
