Objectives

The primary objective of this tender is to appoint a service provider to perform recruitment services for the position of Executive Manager: Stakeholder Relations & Communications at Johannesburg Water. The successful bidder will be responsible for managing the end-to-end recruitment process, including candidate sourcing, screening, assessments, interviews, reference checks, and facilitating employment offers.

Scope

The scope of work includes:

• Pre-screening candidates based on newspaper advertisements and proposing a shortlist of up to 6 applicants.
• Conducting reference checks, verifying qualifications, and assessing suitability of candidates.
• Providing feedback reports to the Nomination Committee.
• Drafting interview questionnaires and facilitating competency assessments for at least 2-3 recommended candidates.
• Facilitating interview processes and preparing recruitment progress reports.
• Managing the offer of employment, acceptance, and issuing appointment letters with the candidate’s start date.
• Issuing regret letters to unsuccessful candidates.

Technical Requirements

The technical requirements for the tender include:

• Provision of valid accreditation or membership in the executive management recruitment industry.
• Demonstrated experience in recruitment, with a minimum of 5 years for the lead personnel, and preferably 7 or more years for maximum scoring.
• Qualification of the lead recruitment personnel at NQF Level 7 in Human Resources, Industrial Psychology, or Social Science.
• Provision of a detailed price schedule covering all activities involved in the recruitment process.
• Compliance with the evaluation criteria, including submission of references, company registration documents, and proof of BBBEE status.
• Adherence to the specified timeframe, with quotations valid for 60 days from the closing date.

Skills Requirements

The skills and experience required include:

• Proven expertise in executive recruitment and management of recruitment processes.
• Ability to conduct comprehensive reference checks and verify qualifications and misconduct history.
• Experience in preparing detailed reports and facilitating competency assessments.
• Strong communication and facilitation skills for interviews and stakeholder engagement.
• Knowledge of applicable legislation, including BBBEE, POPIA, and procurement regulations.
• Registered accreditation with recognized industry bodies.
