Objectives

The primary objective is to procure professional architectural and engineering services to update, certify, and submit as-built building plans for four Johannesburg Water depots. The successful bidder will ensure all documentation accurately reflects current site conditions, complies with national building regulations, and secures mandatory municipal approvals and occupancy certificates.

Scope of Work

• Survey and update architectural building plans for the Glenvista, Hursthill, Scott Athol, and Harnberg depots to match existing layouts and structures.
• Liaise with the City of Johannesburg to obtain Council approval for the revised plans and secure a Certificate of Occupancy.
• Assist in obtaining all required Certificates of Compliance and Completion necessary for legal occupation.
• Redesign and incorporate gas storage cages into the building plans in strict accordance with regulatory standards.
• Design and integrate roof anchor points for fall protection into the updated plans.
• Develop or update comprehensive emergency evacuation plans for each depot facility.
• Include all municipal submission fees and any additional costs for specialist engineering assessments or town planning applications within the quoted price.

Technical Requirements

• All building plans must comply with SANS 10400 Part T (Fire Safety) and Parts A to XA (general building regulations).
• Gas storage cage designs must adhere to SANS 10087 standards.
• Roof anchor points must comply with SANS 50795 and EN 795:2012 standards.
• Emergency evacuation plans must meet applicable safety and regulatory standards.
• Quotations must be submitted on official company letterheads, include all applicable taxes, and remain valid for 60 days.
• Bids must be submitted electronically via the national e-Tender Portal.
• Mandatory compliance documentation includes a valid tax clearance certificate, BBBEE certificate or sworn affidavit, municipal rates statement (not older than 90 days), completed MBD forms, proof of Central Supplier Database (CSD) registration, and company registration documents with director/shareholder identification.

Skills and Qualification Requirements

• Bidders must be registered with the South African Council for the Architectural Profession (SACAP) as a Professional Architect, Professional Senior Architectural Technologist, or Professional Architectural Technologist, with verifiable proof of registration.
• Bidders must demonstrate the capacity to appoint or subcontract specialist professionals, including a Fire Engineer, Mechanical Engineer, and Structural Engineer. Quotations for these specialist services may be included within the main proposal.

• Certificate of Occupancy/Compliance/Completion: Official municipal documents certifying that a building has been constructed according to approved plans, meets all safety and regulatory standards, and is legally permitted for occupation and use.
• 80/20 Preference Point System: A procurement evaluation method where 80 points are awarded based on competitive pricing, and 20 points are allocated for specific socio-economic goals, such as black-owned Small, Medium, and Micro Enterprises (SMMEs), in accordance with national preferential procurement regulations.
