Objectives

The primary objective of this tender is to appoint an external assurance provider to deliver various audit and related assurance services for a period of 5 years. The services include review of financial statements, assurance engagements, and other audit-related activities aligned with international standards to support Rand Water and its subsidiaries.

Scope

The scope encompasses:

• Provision of external assurance and audit services, including reviews of historical financial statements (e.g., ISRE 2400 (Revised)), interim financial performance reviews, and other agreed-upon procedures.
• Activities related to financial statement audits, information system reviews, compilation, attestation, and extended assurance services.
• Services to be performed at Rand Water Head Office, 522 Impala Road, Glenvista, Johannesburg, and potentially other sites as specified.

Technical Requirements

The technical requirements include:

• Registration and confirmation of the audit firm with the IRBA (Independent Regulatory Board for Auditors) and submission of a confirmation letter of registration.
• Demonstration of relevant experience in external audit services for public entities, JSE-listed clients, and sustainability reporting engagements.
• Provision of a qualified project team with appropriate experience, including engagement partners, senior managers, auditors, and trainees, with detailed CVs and a clear organogram.
• Evidence of adequate human resource capacity, equipment, and facilities to undertake the scope of work.
• Implementation of project risk management, methodology, and a detailed audit plan with milestones and deliverables.
• Compliance with health, safety, and environmental standards, including submission of SHE policies and risk assessments.
• Insurance coverage including professional indemnity, third-party liability, motor vehicle, and workers' compensation.
• Adherence to the specified evaluation and responsiveness criteria, including functionality, experience, capacity, and methodology.

Skills Requirements

The skills and competencies required for the successful bidder include:

• Registered and accredited audit firm with IRBA.
• Proven experience in external audits for public sector entities, listed companies, and sustainability reporting.
• Qualified and experienced audit professionals, including Chartered Accountants (CA(SA)), auditors, and trainees, with relevant industry experience.
• Strong project management skills, including planning, methodology development, and risk management.
• Technical expertise in international auditing standards, assurance standards, and relevant legislation.
• Capacity to provide comprehensive audit services within agreed timelines and budgets.
• Effective communication, reporting, and stakeholder management skills.
