Tender Summary

Tender Summary: Sasseta Career Fair – Panel of Five Edutainment Services Providers

Objectives

The primary objective is to enhance learner participation and engagement during SASSETA’s career guidance events, career fairs, and expos. The appointed providers will deliver innovative, interactive, and age-appropriate educational entertainment that reinforces career awareness messages, encourages informed career choices, and supports SASSETA’s strategic focus on the Safety and Security sector. Services will be rendered on an ad hoc basis to expand access to career development opportunities, particularly targeting rural, township, and under-resourced communities.

Scope of Work

  • Deliver in-person edutainment performances (drama, role-playing, simulations, music, dance, storytelling) covering all seven SASSETA sub-sectors.
  • Ensure each performance does not exceed 45 minutes and aligns with approved career guidance key messages.
  • Facilitate active audience engagement through quizzes, competitions, interactive discussions, and culturally relevant content.
  • Provide all necessary personnel, performers, technical staff, audiovisual equipment, cordless microphones, and performance materials unless otherwise agreed.
  • Integrate performances seamlessly into event programmes and adapt content to diverse venues, community contexts, and linguistic backgrounds.
  • Attend planning, briefing, rehearsal, and debriefing sessions as required.
  • Submit post-event reports detailing activities, audience engagement outcomes, challenges, and recommendations.
  • Travel to various locations across South Africa as directed by SASSETA.

Technical Requirements

  • Contract Duration: From date of appointment until 31 March 2027.
  • Pricing Structure: Firm prices inclusive of VAT. Travel and accommodation expenses will be reimbursed according to Department of Transport rates and SASSETA guidelines (e.g., economy flights, accommodation capped at R1,400 per night, cost-effective local transport).
  • Compliance & Documentation: Mandatory submission of completed SASSETA Standard Bidding Documents (SBD 1, 3.3, 4, 6.1), General Conditions of Contract, Central Supplier Database (CSD) registration number, Tax Compliance Status, B-BBEE verification, and company registration documents.
  • Evaluation Methodology: Functional suitability scored out of 100 points (minimum 70% required to proceed). Final award uses an 80/20 preference point system (80% price, 20% specific B-BBEE goals).
  • Data Protection: Strict adherence to the Protection of Personal Information Act (POPIA) and child protection legislation. All project data remains confidential property of SASSETA.

Skills Requirements

  • Company Experience: Submission of at least three (3) signed reference letters from different clients confirming prior provision of edutainment services.
  • Team Leadership: Proposed team leader must have completed a minimum of three (3) previous edutainment service assignments.
  • Professional Competence: Demonstrated ability to design and deliver interactive, culturally sensitive educational performances that effectively communicate career guidance messaging.
  • Documentation: Comprehensive CVs for all proposed team members must be submitted alongside the bid.

Notes on Unusual or Complicated Terms

  • Edutainment Services: A portmanteau of education and entertainment. In this context, it refers to structured, interactive performances specifically engineered to teach learners about career pathways, post-school education, and the Safety and Security sector in an engaging, age-appropriate format.
  • Panel of Five (5): SASSETA will not appoint a single exclusive contractor. Instead, up to five qualified providers will be placed on a standing panel to be called upon ad hoc for events throughout the contract period.
  • 80/20 Preference Point System: A standard South African public procurement scoring model. Eighty percent of the evaluation score is based on price competitiveness, while twenty percent is awarded for meeting specific Broad-Based Black Economic Empowerment (B-BBEE) goals, including ownership percentages for black people, women, youth, and persons with disabilities.
  • CSD Registration: Mandatory enrollment in the National Treasury’s Central Supplier Database, which serves as the official registry for all government suppliers and verifies tax, legal, and financial compliance.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
