Objectives

The primary objective of this tender is to appoint a qualified contractor to perform scheduled maintenance, repairs, and ensure the proper functioning of refrigeration equipment and heat pumps across designated health facilities in Nelson Mandela Bay Metro and Sarah Baartman Districts over a 36-month period. The contractor must demonstrate compliance with occupational health and safety standards, develop and implement site-specific safety and maintenance plans, and ensure minimal downtime and safety during operations.

Scope

The scope encompasses:

• Maintenance, repair, and proper functioning of refrigeration equipment, mortuary cabinets, and heat pumps at specified health facilities.
• Development and submission of health and safety plans, risk assessments, and safety files.
• Provision of trained personnel, safety equipment, and materials for maintenance activities.
• Implementation of environmental, health, and safety standards as per legislation and project specifications.
• Regular functional assessments, inspections, and reporting on equipment condition and safety compliance.
• Management of site access, security, waste disposal, and emergency procedures during maintenance activities.

Technical Requirements

The technical requirements include:

• Adherence to the scope of work detailed in the contract, including scheduled maintenance, repairs, and inspections.
• Development of comprehensive maintenance control plans, including asset condition assessments, repair schedules, and spare parts management.
• Provision of operating and maintenance manuals, safety data sheets, and detailed repair and inspection reports.
• Use of original or approved replacement parts, with warranties and guarantees.
• Compliance with all relevant SANS standards, legislation, and safety regulations.
• Implementation of risk assessments, hazard identification, and safety procedures for all activities.
• Provision of trained and competent personnel, including safety officers, supervisors, and specialized technicians.
• Effective management of emergency procedures, incident reporting, and safety audits.

Skills and Skills Requirements

The tender mandates the following skills and qualifications for personnel:

• Contract Manager: Minimum 5 years’ experience in refrigeration and heat pump installation and maintenance, with CIDB registration in appropriate grading (e.g., Grade 6 ME or higher).
• Contract Supervisor: Qualified personnel with at least 5 years’ experience in refrigeration and heat pump maintenance, with relevant certifications.
• OHS Safety Officer: Certified safety officer with at least 2 years’ relevant experience, NQF Level 5 or equivalent.
• Skilled Installation/Maintenance Staff: Certified refrigeration artisans with valid SAQCC or equivalent certification, minimum 2 years’ experience, and specialized skills in refrigeration systems.
• Key Personnel CVs and Qualifications: All key personnel must submit updated CVs, proof of qualifications, and relevant registration certificates.
• Additional Skills: Ability to develop safety and maintenance plans, conduct risk assessments, and perform functional testing and equipment repairs.

Overall, personnel must demonstrate technical competence, relevant experience, safety awareness, and adherence to legislative requirements to ensure high-quality maintenance and safety standards throughout the contract period.
