Objectives

The primary objective of this tender is to procure the supply, delivery, and physical offloading of synthetic polymer geotextile in accordance with the specifications outlined in the document. The procurement aims to support river protection works by providing geotextiles capable of withstanding static and dynamic loading conditions, such as turbulent flow and wave action, while ensuring permeability and soil stability.

Scope

The scope of the tender includes:

• Supply of non-woven, needle punched synthetic polymer geotextile of Grade 1.
• Delivery and physical offloading of the geotextile at the Central Karoo District Municipality’s Beaufort West depot.
• Provision of geotextile in specified quantities (e.g., 75 rolls) with defined dimensions and technical properties.
• Compliance with detailed technical specifications, durability requirements, and testing standards.
• Adherence to municipal and national procurement policies, including B-BBEE and locality considerations.

Technical Requirements

The technical specifications for the geotextile include:

• Composition & Manufacture: Manufactured from a permeable, homogeneous polymeric material; only non-woven, needle punched construction is acceptable. Woven geotextiles are considered only if proven to perform satisfactorily over 15+ years in river protection.
• Classification & Mechanical Properties: Grade 1 geotextile with specified Penetration Load, Puncture Resistance, Water Percolation Rate, and minimum mass per square metre (320 g/m²).
• Durability & Resistance: Must withstand chemical attack, UV exposure (maintaining at least 80% strength after 1500 hours), rot-proof, and resistant to ground water aggressiveness for a design life of 25 years.
• Permeability & Physical Properties: Must meet permeability and mass per unit area standards as per SABS 0221-1988.
• Packaging & Delivery: Proper packing to prevent damage during transit, with delivery to be completed within 7 working days after receipt of official purchase order.
• Compliance & Documentation: Submission of valid tax clearance, B-BBEE certificate, municipal rates/taxes account, proof of registration, and adherence to all specified conditions.

Additional Technical Conditions

• The geotextile shall be manufactured from synthetic fibers with specified mechanical and permeability properties.
• Testing shall be conducted according to specified standards, including rupture load, puncture resistance, water percolation, and mass per unit area.
• The geotextile must demonstrate resistance to chemical attack, UV exposure, and rot over its intended lifespan.
• All materials and workmanship must conform to relevant South African standards and specifications.
