Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver comprehensive security services at Tsolo sites within the Kumkani Mhlontlo Local Municipality for a contract duration of one year. The aim is to ensure the protection of municipal assets, inventory, personnel, and premises, while maintaining high standards of security management, compliance with statutory provisions, and supporting the municipality’s goal of creating a safe and secure environment.

Scope

The scope of work includes:

• Provision of security management services across 10 municipal sites in Tsolo, including deployment of at least 44 security officers on Grade C.
• Physical security measures such as access control, patrolling, and risk management at municipal buildings, offices, cemeteries, libraries, stadiums, and transfer stations.
• Operation of a control room for ongoing monitoring and analysis of security status.
• Development of detailed security plans for each site, inspection of sites prior to deployment, and daily supervision visits.
• Provision of private security, physical access control, and risk management services, including emergency response within specified periods.
• Additional services such as VIP protection, event security, industrial strike management, and ad hoc security needs.
• Compliance with relevant statutory provisions, including Private Security Industry Regulations, Criminal Procedure Act, Firearms Control Act, and Firearms Competency Certificates.

Technical Requirements

The technical requirements for the tender include:

1. Registration and full compliance with the Private Security Industry Regulator Authority (PSIRA).
2. Provision of a control room responsible for continuous monitoring and analysis of security operations.
3. Deployment of security officers (Grade C) with appropriate qualifications, firearms competency, and experience.
4. Provision of supervisory personnel who will conduct daily site visits and oversee security operations.
5. Development and submission of comprehensive security plans for each site, including site inspections prior to deployment.
6. Implementation of a 24-hour shift system (day and night) or as otherwise specified.
7. Provision of incident reporting, monthly reports, and immediate response to emergencies.
8. Adherence to the municipality’s “GUN FREE ZONE” policy, prohibiting firearms on premises unless authorized.
9. Provision of necessary equipment, uniforms, vehicles, and communication tools, including scanners for vehicle access control.
10. Compliance with all statutory and regulatory provisions, including Firearms Control Act, Criminal Procedure Act, and relevant safety standards.
11. Submission of proof of relevant contracts, licenses, permits, and insurances, along with financial statements and B-BBEE certificates.
12. Implementation of measures to protect personal information in accordance with POPIA, including breach notification and data handling protocols.
