Objectives

The primary objective is to revise and update the Musina Local Municipality’s 2019 Integrated Transport Plan (ITP) in strict compliance with the National Land Transport Act and associated regulations. The project aims to produce a holistic transport strategy that identifies systemic gaps, proposes targeted infrastructure interventions, and aligns with municipal and provincial development frameworks. Core deliverables include updating the Transport Registrar, developing an Operating License Strategy, creating a detailed Public Transport Plan with a Rat-Plan, and formulating a comprehensive Freight Transport Strategy.

Scope of Work

The service provider will conduct a comprehensive review of the existing ITP, guided by national transport prescripts and technical guidelines. The scope is structured around six mandatory chapters:

• Introduction & Demographics: Population analysis per ward, alignment with Vhembe District metrics, and clear project objectives.
• Status Quo Analysis: Assessment of municipal, provincial, and national road networks; budget allocations for maintenance/upgrading; public transport modes (minibus taxis, buses); operator routes, distances, and destinations; ranking facilities; non-motorized transport infrastructure; freight, rail, and aviation operations; parking conditions; light-duty vehicle usage; and economic impact analysis.
• Needs Assessment: Matrix-driven identification of transportation deficiencies aligned with municipal development trajectories.
• Improvement Proposals: Strategic interventions and objectives to enhance the transport network.
• Implementation Budget & Programme: Five-year project roadmap aligned with the Medium-Term Expenditure Framework, including cost projections, funding sources (municipal, district, national, SANRAL, RAL, private sector), and individual project plans.
• Public Transport Plan & Operating License Strategy: Summary chapter with detailed annexures covering route viability, market saturation, passenger surveys, and licensing guidance.

The provider must facilitate public participation through documented stakeholder consultations, capture all spatial data on a Geographic Information System, and coordinate with a Project Steering Committee. Quality control will be managed by the Limpopo Department of Transport and Community Safety. Copyright of the approved ITP vests exclusively with the municipality.

Technical Requirements

• Duration: Twelve (12) months post-award.
• Phasing: Months 1–9 require delivery of the Transport Registrar, Operating License Strategy, Rat-Plan, and Public Transport Plan as annexures. Months 10–12 focus on compiling and submitting the final integrated report.
• Proposal Submission: Bidders must include a detailed project proposal outlining methodology, sequential work plan, timelines, activity costs, and resource allocation.
• Data Management: All shapefiles and plans must be digitized using GIS software, aligned with defined district and local municipal boundaries, and delivered in both hard copy and electronic formats.
• Reporting: Initial report due within seven (7) working days of appointment, followed by monthly progress reports.
• Pricing: Fixed, VAT-inclusive bid amount covering all disbursements (meetings, printing, consultations, travel, accommodation, data collection). No price adjustments permitted during the contract period.

Skills and Expertise Requirements

• Academic Qualifications: Minimum of an Honours degree or higher in Transport Planning, Transport Economics, or Transport Engineering, supported by three reference letters proving experience in similar transport planning projects.
• Advanced Competency: Minimum of a B-Tech or degree in Transport Planning, Transport Economics, Transport Engineering, or Research Skills and Capabilities, also backed by three reference letters for comparable projects.
• Evaluation Model: Bids are assessed using an 80/20 preferential point system. Eighty percent is allocated to price competitiveness, while twenty percent is reserved for specific socio-economic goals: Historically Disadvantaged Individual (HDI) ownership (≥51% Black owned = 10 points), Women’s Equity (≥51% = 4 points), Disability representation (Black person with disability = 3 points), and Youth ownership (≥51% = 3 points).
• Documentation: Claiming preference points requires submission of a Central Supplier Database (CSD) number or CIPC shareholding/directorship records detailing owner names, race, gender, age, and disability status. Medical certificates may be required to verify disability claims.
