Objectives

The primary objective of this tender is to appoint a service provider capable of delivering comprehensive risk management services for Johannesburg Water. The provider will facilitate risk identification and assessment projects in accordance with relevant standards, notably ISO 31000, COSO ERM Framework, and Water Research Commission guidelines, specifically W2RAP. The goal is to enable Johannesburg Water to effectively identify, evaluate, and manage its operational and strategic risks associated with its complex infrastructure and high financial exposure.

Scope

The scope encompasses:

• Provision of risk assessments for Johannesburg Water’s operations, including wastewater treatment plants, pump stations, reservoirs, and other infrastructure.
• Review and update of existing operational and strategic risk registers on an annual basis.
• Conducting risk workshops with relevant departments such as Risk & Compliance, Operations (Bulk Wastewater Department), and other user departments.
• Implementation of a comprehensive risk assessment methodology aligned with ISO 31000, COSO ERM Framework, and WRC guidelines.
• Follow-up risk assessments, including ethics, fraud, and corruption risk evaluations, with previous surveys last conducted in 2021.
• Engagement with key stakeholders, including managers and officials across departments, over a maximum period of 6 months.

Technical Requirements

The technical requirements specify that the service provider must:

• Deliver risk management services adhering to ISO 31000, COSO ERM Framework, and WRC risk assessment frameworks.
• Perform risk identification, assessment, and evaluation in accordance with applicable standards and guidelines.
• Facilitate risk workshops with relevant departments and ensure comprehensive risk documentation.
• Provide a team with at least 8 years of experience in enterprise risk management, risk assessment, or related fields, with relevant certifications.
• Utilize a suitable risk assessment methodology capable of reviewing and updating risk registers effectively.
• Ensure all deliverables are aligned with Johannesburg Water’s operational context and compliance requirements.

Skills Requirements

The successful bidder must demonstrate:

• Minimum of 8 years’ experience in enterprise risk management, risk assessments, or related fields.
• Proven expertise in risk management frameworks such as ISO 31000 and COSO ERM.
• Experience in conducting risk assessments within water treatment, infrastructure, or similar complex operational environments.
• Ability to facilitate risk workshops and engage with multiple stakeholders effectively.
• Capability to review and update risk registers and develop comprehensive risk management reports.
• Knowledge of relevant standards, guidelines, and best practices in risk management and compliance.
