Objectives

The primary objective of this tender is to appoint a service provider for the service, repair, and maintenance of air conditioning systems in the Pretoria Area 3 for a period of 36 months. The aim is to ensure the proper functioning, upkeep, and timely repairs of HVAC equipment across designated facilities, adhering to specified standards and technical requirements.

Scope

The scope encompasses:

• Maintenance, servicing, repairs, and replacements of HVAC and refrigeration equipment, including:
• Room air-conditioning units with air-cooled condensers
• Split type air-conditioners
• Computer room air-conditioning systems
• Central high-volume air-conditioning systems
• Package units, BMS systems, refrigeration units (fridges, cold rooms, freezers)
• Associated ductwork, fans, motors, filters, and heat exchangers
• Work to be carried out only upon written instructions from the Department.
• Bi-annual, annual, and periodic testing and servicing of air conditioning, refrigeration, cooling towers, pumps, and associated systems as detailed in Addenda.
• Provision of qualified personnel, tools, spare parts, and consumables necessary for maintenance and repairs.
• Adherence to safety, security, and environmental standards.

Technical Requirements

The technical scope includes:

• Use of genuine, quality parts compliant with SANS standards and ISO specifications.
• Provision of trained, qualified personnel with relevant trade certificates and experience.
• Implementation of scheduled and emergency maintenance as per detailed checklists (Addenda A-H).
• Proper documentation, including job cards, inspection reports, and progress reports.
• Compliance with all relevant legislation, standards, and safety regulations (OHS Act, municipal by-laws, SANS, ISO).
• Use of approved tools, equipment, and software, including licensed control and monitoring systems.
• Adherence to security protocols, access control, and confidentiality requirements.
• Provision of detailed reports, including photographs, for major repairs and replacements.

Skills Requirements

The tender specifies the following skills and personnel qualifications:

• Supervisors/Technicians: Minimum National Diploma/Degree in Mechanical/Electrical Engineering or Refrigeration, registered with ECSA, with at least 10 years’ experience for senior roles.
• Artisans: Trade certificates in Air Conditioning and Refrigeration, with a minimum of 4-10 years’ experience depending on the level.
• Electricians: N3 or higher plus trade test certificate, with relevant experience.
• Semi-skilled personnel: Assistants with relevant training and experience.
• All personnel must be certified, certified copies not older than 6 months, and capable of executing scheduled and emergency work efficiently.
• Personnel must attend mandatory bid clarification meetings and adhere to safety and security protocols.
