Objectives

The primary objective of this tender is to solicit market-related information to inform Johannesburg Water's upcoming procurement process for the servicing and maintenance (strip, quote, and repair) of Medium Voltage (MV) switchgears, transformers, and related spares. The RFI aims to assist in decision-making regarding budget, cost-effectiveness, risk assessment, specific tender goals, award strategies, pricing schedules, and tender conditions.

Scope

The scope encompasses:

• Servicing and maintenance (including stripping, quoting, and repairing) of MV switchgears, transformers, and associated spares at various JW sites.
• Execution of repairs, servicing, modifications, and inspections in accordance with OEM standards and occupational health and safety regulations.
• Maintenance of MV and LV cables, switchgear, electrical protection equipment, transformers, and MV rooms across multiple specified sites.
• Provision of related services such as testing, certification, installation, and commissioning of equipment.
• Preparation of job cards, documentation, and reports for all work performed.
• Adherence to safety protocols, response times, and warranty conditions.

Technical Requirements

The technical scope includes:

• Servicing, repair, and maintenance of MV switchgears, transformers, and related equipment, ensuring compliance with OEM specifications and standards.
• Inspection, testing, fault diagnosis, and certification of equipment and systems.
• Oil purification, replacement, and refurbishment of bushbars, insulators, tension springs, contact roses, and other components.
• Installation, commissioning, and certification of MCCs, earthing, bonding, and lightning protection systems.
• Provision of hardware, tools, PPE, and calibration of measurement/test equipment.
• Implementation of health and safety plans, risk assessments, and site-specific permit procedures.
• Adherence to occupational health and safety legislation and JW specifications.

Skills Requirements

The contractor must demonstrate:

• Qualified personnel with electrical trade test certificates, including ORHVS Authorized Person and Operating certificates.
• Experience in MV switchgear, transformers, and electrical protection systems maintenance and repair.
• Capability to procure and manage hardware, tools, and PPE required for maintenance activities.
• Ability to prepare detailed reports, job cards, and documentation for all work performed.
• Competence in fault diagnosis, testing, and certification of electrical equipment.
• Knowledge of occupational health and safety standards and ability to develop and implement safety plans.
• Effective communication skills for coordination with JW management and site personnel.
