Objectives

The primary objective of this tender is to implement a comprehensive software billing solution at King Shaka International Airport, including the uninstallation of existing software, installation of new hardware and software, data migration, and system configuration. The project aims to ensure accurate tenant billing, energy monitoring, tariff optimization, and system integration to support energy savings, reporting, and compliance with government regulations such as SANS 1544:2024 EPC.

Scope

The scope of work includes:

• Uninstall and configure existing billing software.
• Implement servers and virtual machines for the Billing Management System (BMS) and SCADA, ensuring compatibility with ACSA IT infrastructure.
• Install Optical Eye devices for historical data retrieval (6-12 months) for tenant queries.
• Perform tariff optimization and system configuration to read new tags on Rockwell BMS.
• Generate monthly billing reports for electricity and water, including high-usage customers.
• Maintain database, software, field devices, and perform system updates, patches, and license management over a 6-month period.
• Supply and install additional metering points for water and energy consumption.
• Provide ongoing support, call-outs, and maintenance services during the 6-month period.

Technical Requirements

The technical requirements include:

• Compatibility with ACSA IT systems and infrastructure.
• Data migration from existing servers to new servers and virtual machines.
• Installation of Optical Eye devices for historical data analysis.
• Configuration of Rockwell BMS to read new tags and integrate with existing systems.
• Generation of detailed billing reports, including high-usage analytics and tenant billing queries.
• Implementation of tariff adjustments, billing updates, and license management.
• Installation of additional metering points for water and energy consumption monitoring.
• Provision of maintenance, support, and call-out services for six months, including travel, consumables, and labor.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in implementing energy management and billing systems, particularly with Automatic Meter Reading (AMR) and BMS systems.
• Technical expertise in configuring Rockwell BMS and integrating new tags and hardware.
• Capability to migrate data across servers and virtual machines with minimal disruption.
• Ability to install and operate Optical Eye devices for historical data collection.
• Experience in generating detailed billing and energy reports, including tariff optimization and high-usage analytics.
• Competence in system maintenance, troubleshooting, and support over a 6-month period.
• Qualified personnel with relevant certifications, such as electrical or electronic qualifications, safety training, and project management experience.
• Ability to coordinate with ACSA IT and other stakeholders to ensure system compatibility and integration.
