The primary objective of this tender is to appoint a service provider to enhance BANKSETA’s risk management capabilities. Scope

The scope of work involves working closely with BANKSETA’s business unit managers over an 18-month period to deliver the following:

  • Develop a tailored Early Warning Indicator (EWI) framework.
  • Create Key Risk Indicators (KRIs) aligned with strategic and operational risks.
  • Assess BANKSETA’s risk-bearing capacity.
  • Contribute to enhancing the Risk Appetite and Tolerance Framework.
  • Review and recommend improvements to the existing Risk Management Framework.
  • Conduct annual Risk Maturity Assessments with reports by 31 March each year.
  • Design and deliver three enterprise risk management training sessions for management and staff.

Technical Requirements

The service provider must:

  • Develop and implement an EWI framework specific to BANKSETA’s operations.
  • Develop KRIs aligned with strategic objectives.
  • Assess and report on risk-bearing capacity using appropriate methodologies.
  • Provide a comprehensive review and gap analysis of the current Risk Management Framework, with improvement recommendations.
  • Deliver annual Risk Maturity Assessment Reports, including scoring and analysis.
  • Design and facilitate risk management training sessions, focusing on risk awareness and embedding a risk culture.
  • Ensure all deliverables are completed within the 18-month contract period.

Skills and Experience Requirements

To qualify, bidders must meet the following minimum criteria:

Company Experience

  • Proven experience in developing early warning indicators and KRIs.
  • Experience in assessing risk-bearing capacity.
  • Conducting risk maturity assessments.
  • Providing risk management training.

Bidder must provide details of relevant projects, including project descriptions, client information, and contact details, demonstrating experience in these areas.

Project Team Qualifications

  • The team leader must hold a Level 7 qualification in risk management, internal audit, or compliance.
  • The team leader must be registered with a recognized professional body such as IRMSA, SAICA, or the Compliance Institute of Southern Africa.
  • The team leader must have previously led at least three projects involving development of risk indicators, risk capacity assessments, or risk management training.
  • Team members must also have experience in similar projects, with details provided in project experience tables.
