Objectives

The primary objective of this tender is to appoint a professional specialised security company to provide comprehensive security services, including security officers and CCTV monitoring, for the Harry Gwala Development Agency premises over a period of 36 months. The aim is to ensure the safety, security, and protection of the agency's assets, personnel, and infrastructure through effective access control, patrolling, guarding, and surveillance systems.

Scope

The scope of work encompasses:

• Security Services:
  • Access control including vehicle and pedestrian monitoring, firearm declarations, and recording vehicle movements.
  • Patrolling duties with specified intervals, reporting incidents, and ensuring premises are secured.
  • Physical guarding of the premises, assets, and property.
• Security Procedures:
  • Visitor management, escorting visitors, and official protection.
  • Monitoring CCTV footage, retrieving footage, and maintaining equipment.
  • Key control, alarm response, incident management, and flag management.
• Provision of Security Officers:
  • Deployment of armed and unarmed security guards across designated shifts.
  • Supervision, conduct searches, manage registers, and ensure officers are in proper uniform and equipped.
• Surveillance Cameras System:
  • Installation, maintenance, and monthly inspections of CCTV systems.
  • Training personnel on system operations and ensuring connectivity to mobile devices.
• Additional Requirements:
  • Compliance with legal and security standards, including PSIRA registration, firearm licenses, and insurance.
  • Provision of security management, electronic tagging, PPE, and firearms (9mm pistols).

Technical Requirements

The technical requirements for the tender include:

• Legal and Regulatory Compliance: Registration with PSIRA, Department of Labour, COIDA, UIF, and valid firearm licenses.
• Security Personnel: Minimum Grade B/C/D for officers and Grade C for supervisors, with proven security training and clearance.
• Operational Capabilities: 24-hour security coverage, effective communication systems, and proper uniformed personnel.
• Surveillance System: Fully operational CCTV with remote monitoring, regular maintenance, and staff trained in system management.
• Equipment and Tools: Uniforms, PPE, communication devices, security tools (pepper spray, handcuffs, torches, radios), and firearms (9mm pistols).
• Reporting and Incident Management: Daily logs, incident reports, and timely investigations within specified timeframes.
• Insurance and Financial Stability: Valid insurance cover, proof of financial viability, and adherence to wage agreements.
• Preference and B-BBEE: Demonstrated ownership, local presence, and compliance with RDP and enterprise development goals, supported by relevant documentation.
