Objectives

The primary objective of this tender is to appoint a professional specialised security company to provide comprehensive security services, including security officers and CCTV monitoring, for the Harry Gwala Development Agency premises over a period of 36 months. The aim is to ensure the safety, security, and effective management of the agency’s assets, personnel, and infrastructure.

Scope

The scope of work encompasses:

• Security Services:
  • Access control including monitoring vehicle and pedestrian entry/exit, firearm declarations, and recording vehicle odometer readings.
  • Patrolling duties with rotation of routes and intervals not exceeding 30 minutes.
  • Physical guarding of premises, assets, and properties.
  • Protection duties such as escorting visitors and officials, and extending protection to agency officials as needed.
  • Monitoring CCTV footage, retrieving footage evidence, and maintaining camera equipment.
  • Key control, safekeeping of keys, and management of alarm systems and responses.
  • Incident management, including investigations and reporting within specified timeframes.
  • Management of occurrence books, flag management, and ensuring premises are secure at all times.
• Provision of Security Officers:
  • Deployment of armed and unarmed security guards across designated sites, with specified grades and shift hours.
  • Supervision, performance monitoring, and ensuring compliance with security standards and legislation.
  • Provision of uniforms, PPE, firearms (minimum of two 9mm pistols), and security tools.
• Surveillance Cameras:
  • Installation, maintenance, and regular inspection of CCTV systems.
  • Training of designated officials on system operation.
  • Linking camera feeds to the control room and mobile devices.

Technical Requirements

The technical specifications include:

• Provision of fully equipped security personnel in uniform, trained, and registered with PSIRA.
• Deployment of security guards with specified grades (B, C, D) and supervision levels.
• Implementation of access control systems, CCTV monitoring, alarm response, and key management systems.
• Installation of CCTV cameras with software updates, monthly inspections, and linking to control rooms and mobile phones.
• Provision of security tools such as batons, handcuffs, torches, pepper spray, and firearms.
• Compliance with all relevant legislation, including PSIRA registration, Security Bargaining Council registration, COIDA, ICASA licensing, and proof of insurance.
• Adherence to specified remuneration, working hours, and overtime regulations as per Bargaining Council guidelines.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in providing security services, especially in similar government or institutional settings, supported by appointment and reference letters.
• Experience in CCTV system installation, maintenance, and monitoring, with documented proof of similar projects.
• Ability to deploy and supervise security personnel effectively, ensuring compliance with PSIRA standards and legislation.
• Competence in incident investigation, report writing, and security management.
• Technical expertise in CCTV system setup, linking to control rooms and mobile devices, and conducting system updates and inspections.
• Knowledge of relevant security legislation, health and safety standards, and procurement policies.
• Capability to train agency officials on CCTV operations and security procedures.
