Objectives

The primary objective of this tender is to procure services for the maintenance, cleaning, and repair of aviation fuel tanks across various South African Air Force bases. The aim is to ensure the tanks are de-gassed, de-sludged, cleaned internally and externally, and fitted with necessary components such as gaskets, air breathers, and ultrasonic testing, to maintain safety and operational readiness.

Scope

The scope of work includes:

• De-gassing, de-sludging, and interior cleaning of Jet A-1 tanks.
• Replacing manhole gaskets, damaged bolts/nuts, washers, and air breather cartridges.
• Disposal of contaminated fuel, water, and waste to authorized sites, including pollution control.
• Cleaning external tank surfaces with specified procedures and equipment.
• Inspection, testing (including ultrasonic), and reporting on tank conditions.
• Installation or replacement of air breather filters and housings where necessary.
• Providing detailed reports on tank conditions and test results.
• Performing repairs and ensuring tanks are safe for inspection and operation.

Technical Requirements

The technical requirements include:

• Use of specified cleaning methods: cold water low/high pressure machines without solvents or chemicals, pressure not exceeding 80 bar.
• Proper handling and storage of contaminated fuel and sludge, with disposal at authorized sites.
• Replacement of gaskets with approved materials and ensuring external/internal surfaces are undamaged.
• Installation of air breather cartridges and housing replacements as needed.
• Ultrasonic testing of tanks with documented diagrams and thickness measurements.
• Adherence to safety, security, and environmental standards, including damage prevention to existing structures.
• Provision of reports on tank conditions and test outcomes.

Skills Requirements

The tender requires bidders to demonstrate:

• Experience in tank cleaning, maintenance, and repair, specifically for aviation fuel tanks.
• Proficiency in using high-pressure cleaning equipment and non-chemical cleaning methods.
• Capability to handle hazardous materials safely and dispose of waste according to environmental regulations.
• Qualified personnel including engineers, artisans, and supervisors with relevant expertise.
• Knowledge of quality management systems conforming to ISO 9000 standards.
• Ability to prepare detailed project plans, reports, and documentation.
