Objectives

The primary objective of this tender is to appoint a contractor for stringing and cabling works related to high-risk transformers (Phase 2, Impala No.3 and No.1). The contractor will be responsible for executing the scope of work in accordance with specified technical and contractual requirements, ensuring safety, quality, and compliance with applicable standards.

Scope

The scope includes:

• Stringing and cabling of high-risk transformers at Impala No.3 and No.1 substations.
• Provision of all materials, tools, and equipment necessary for installation.
• Compliance with technical specifications, safety standards, and local content requirements.
• Coordination with NTCSA and other stakeholders for site access, scheduling, and reporting.
• Documentation, cataloguing, and labeling of delivered materials.

Technical Requirements

The technical requirements encompass:

• Submission of detailed construction/method statements and test procedures.
• Provision of tools and equipment that are adequate and compliant, including crimping tools with certification.
• Demonstration of relevant experience in similar projects completed within the past 5 years.
• Minimum CIDB grading of 4 EP or higher for main contractors and JV partners.
• Compliance with safety, SHEQ, and environmental standards.
• Provision of technical documentation, cataloguing, and labeling as per NTCSA specifications.
• Adherence to local content and import content declarations and supporting schedules.
• Provision of financial statements, tax clearance certificates, and proof of registration (CSD, SARS, CIDB).

Skills and Skills Development Requirements

The tenderer must demonstrate:

• Proposals for on-job training of unemployed candidates, including cable stringers, jointers, and electrical technicians.
• Commitment to skills development initiatives aligned with Eskom’s critical and scarce skills list.
• Proposals for training programs involving participation of the supply network or accredited SETA providers.
• Targeting a 100% local procurement content and a minimum of 2 stringing technicians trained on-site.
• Submission of a B-BBEE improvement or retention plan within 30 days of contract signing, showing how the contractor will maintain or improve B-BBEE levels over the contract duration.
• Compliance with employment equity, local content, and skills development targets as per the PPPFA regulations.
