Objectives

Technical Requirements

• Quantity and Specification: The tender specifies quantities in cubic meters (M3) and detailed technical specifications to meet the project needs.
• Compliance with Regulations: Bidders must complete and submit forms such as MBD 4 and MBD 6.1, declare interests, and adhere to procurement policies.
• Preference Points System: The evaluation will consider price (80 points) and specific goals (20 points), with proof required for claims related to specific goals like women ownership.
• Declaration and Certification: Bidders must provide declarations regarding conflicts of interest, past supply chain practices, and independence from collusive practices, using forms such as MBD 8 and MBD 9.
• Proof of Compliance: Submission of valid BBBEE certificates or affidavits for women-owned businesses, and documentation supporting claims for specific goals.
• Restrictions and Disqualifications: Bidders must declare any involvement with entities in service of the state, conflicts of interest, or past misconduct, with compliance verified through declarations and the National Treasury’s database.
