Objectives

The primary objective of this tender is to supply and deliver tools as specified in the attached RFQ, with a focus on supporting Johannesburg Water's operational needs. The tender emphasizes promoting participation from SMMEs (EMEs or QSEs) that are at least 51% black-owned by Black People, aligning with the city's goal to empower black-owned enterprises.

Scope

The scope involves the provision of various tools including shovels, pick heads, pick handles, hacksaw frames and blades, rakes, and padlocks, to be supplied to Johannesburg Water's depots at Marshalltown and Langlaagte. The quantities required vary per item and depot, with specific brand and technical specifications outlined in the RFQ.

Technical Requirements

• All tools must meet specified standards such as SAN 284, SAN 341, BS 7398, and SAN 1219.
• Tools should have appropriate dimensions, e.g., shovel round nose open socket 230mm, pick head 3kg American eye, pick handle 900mm x 52mm, etc.
• Materials must be durable, e.g., hardened and tempered for pick heads, steel reinforced for handles, anti-corrosive black finish, and heavy-duty applications.
• Brand names and manufacturer datasheets must be provided; failure to do so will result in disqualification.
• Sample units may be requested prior to order confirmation.

Skills and Supplier Requirements

• Suppliers must be registered on the Central Supplier Database (CSD) and provide proof of registration.
• Quotations must be on company letterhead, inclusive of all taxes, and include brand names where required.
• Suppliers should demonstrate compliance with BBBEE requirements, providing valid certificates or sworn affidavits.
• Participation is open to SMMEs (EMEs or QSEs) that are at least 51% black-owned, with supporting proof.
• All quotations must be submitted before the closing date; late submissions will not be accepted.
• Suppliers should have the capacity to meet the technical specifications and delivery timelines specified in the RFQ.
• Understanding of Johannesburg Water’s supply chain policies and procurement regulations is essential.
