Objectives

The primary objective of the tender is to secure a supply and delivery contract over five years for H2 Cellstacks to Matla Power Station, ensuring the procurement meets Eskom’s quality, safety, environmental, and technical standards. Additionally, the tender aims to promote local content, transformation, and supplier development aligned with Eskom’s strategic goals, including adherence to B-BBEE requirements and SDL&I objectives.

Scope

The scope encompasses the provision of H2 Cellstacks for Matla Power Station, including manufacturing, testing, transportation, preservation, and delivery of the cell stacks. It also involves supplier qualification, quality management, compliance with safety and environmental standards, and supporting documentation such as quality plans, certificates, and labelling. The contract covers all activities from procurement to final delivery, including sub-supplier management and preservation during transit and storage.

Technical Requirements

• Provision of H2 Cellstacks that meet specified technical standards and performance criteria.
• Development and implementation of a Quality Management System (QMS) conforming to ISO 9001, including Quality Control Plans (QCP) and Inspection & Test Plans (ITP).
• Qualification and competence of personnel involved in manufacturing, inspection, and testing, including welders and special process operators.
• Development of Contract Quality Plans addressing scope, verification, inspection, and testing activities.
• Compliance with safety standards, including Life-saving Rules, Permit to Work, and hazard management procedures.
• Preservation, storage, and handling procedures for materials and equipment, ensuring quality during transit and storage.
• Management of sub-suppliers with documented quality assurance and control processes.
• Provision of labelling, cataloguing, and documentation supporting traceability and quality assurance.
• Adherence to environmental management requirements, including ISO 14001 standards and environmental preservation during all project phases.

Skills and Capabilities Requirements

• Proven experience in manufacturing and delivering hydrogen cell stacks or similar electrochemical components.
• ISO 9001 certification or equivalent quality management system accreditation.
• Qualified personnel for inspection, testing, welding, and special processes, with valid certifications and competence records.
• Ability to develop and implement comprehensive Quality Control Plans (QCP) and Inspection & Test Plans (ITP).
• Strong project management and coordination skills, including handling sub-suppliers and logistics.
• Capability to maintain preservation and storage standards, including handling hazardous materials and ensuring environmental compliance.
• Demonstrated commitment to safety, health, and environmental standards, including adherence to Eskom’s Life-saving Rules and SHEQ policies.
• Capacity for local content contribution, job creation, and supplier development aligned with Eskom’s SDL&I and B-BBEE objectives.
