Objectives

The primary objective of this tender is to supply and deliver specialized cable fault finding equipment to the Dawid Kruiper Municipality. The equipment aims to improve fault detection accuracy, reduce downtime, and enhance service delivery in the electricity department by enabling precise location and diagnosis of underground power cable faults.

Scope

The scope includes the supply and delivery of the following equipment:

• A 32kV 1024J surge generator, portable reflectometer, and 30m cable with built-in isolating transformer for testing and fault locating on low and medium voltage cables.
• A cable fault pin-pointer and tablet capable of receiving acoustic surge waves and audio frequencies for pinpointing faults and tracing underground cables.
• A purpose-built large mild steel trailer designed to house the cable fault location equipment.
• A 48V 5000W power supply system suitable for powering the fault locating system within the trailer.

The equipment must meet specified technical and safety standards and be delivered to the Dawid Kruiper Municipality in Upington within the stipulated timeframe.

Technical Requirements

The technical specifications include:

• Surge Generator: 1024J peak power, portable, with a 30m high-voltage shielded cable, capable of testing at voltages between 0-32kV, with multiple pre-locating methods (TDR, ICE, ARC, Voltage Decay).
• Reflectometer: Modern pre-locating methods, automatic range shifting, high measurement accuracy, large memory capacity (>1000 reflectograms), USB/BNC connections, and a high-contrast display.
• Pin-Pointer and Tablet: Electromagnetic and acoustic fault detection using transient electromagnetic fields and sound, with intuitive user interface, noise-cancelling earphones, and waveform analysis capabilities.
• Trailer: Heavy-duty, compliant with SABS and Road Ordinance, with internal securing sections, reinforced flooring, lockable doors, and capacity to carry all equipment securely.
• Power Supply System: 48V 5000W, no-break functionality (<20ms), multiple outputs, remote monitoring, and control features, with appropriate protection and safety standards.

Skills Requirements

The successful bidder must demonstrate:

• Proficiency in the supply, installation, and commissioning of high-voltage fault finding equipment.
• Experience in handling and maintaining sophisticated electrical testing and fault locating systems.
• Ability to provide technical support, training, and documentation for the equipment supplied.
• Knowledge of relevant safety standards, SABS requirements, and road transportation regulations for equipment trailers.
• Capability to deliver comprehensive after-sales support, including warranty services, spare parts, and technical assistance.
