Objectives

The primary objective of this tender is to procure the supply and delivery of 32 wheelchairs, with 8 wheelchairs to be delivered each quarter, over a period of 12 months. The aim is to ensure the provision of suitable mobility aids to meet the needs of the community served by Kumkani Mhlontlo Local Municipality.

The scope of the tender includes:

• Supply and delivery of 32 wheelchairs, with 8 units delivered per quarter, over 12 months.
• Provision of wheelchairs that meet specified technical and quality standards, including specifications such as magnesium alloy rims and size measurements arranged prior to purchase.

Technical Requirements

The technical specifications for the wheelchairs include:

• Wheelchairs must have magnesium alloy rims.
• Size measurements will be taken before purchase, with the office arranging for measurements.
• Price should include all associated costs of services.
• Quotation validity of ninety (90) days.

Additional requirements involve compliance with the procurement evaluation criteria, including functionality assessments such as:

• Availability of funds (max 30 points)
• Ability to deliver (max 30 points)
• Methodology (max 40 points)

Skills and Qualifications Requirements

Potential bidders must demonstrate:

• Accreditation by SANAS or registration with IRBA or sworn affidavits for quality assurance.
• Provision of proof of capacity to deliver, including ownership of motor vehicles or lease agreements.
• Compliance with the conditions of the tender, including submission of all supporting documentation such as tax clearance certificates, BBBEE certificates, and proof of local content where applicable.
• Understanding of POPIA obligations related to personal information processing.
• Experience in supply chain management practices, including adherence to ethical procurement procedures and avoidance of collusive practices.
